Kundal brings in hopes, inspiration

With the induction of illustrious son of soil BR Kundal in state cabinet, a new era of neat, clean, honest and people friendly regime has dawned on Jammu and Kashmir.
Though Jammu and Kashmir has seen many political leaders who had a sympathy and affection for the people but BR Kundal always kept his doors top peoples, irrespective of any consideration, throughout his career as a bureaucrat –a rare phenomenon. Politicians though are ‘some times selectively’ available to the public in the hour of their need but bureaucrats at the top level hardly open their doors. However, Kundal will always be remembers in the history of J&K’s bureaucracy as an officer who was made for his people.
Now since he has become a Minister and has made formal foray into political life, this unique switch over has raised hopes among the public. His becoming Minister underlines that politics can be a matter of choice also and those who are committed to serve the people will always get better and higher opportunities.
Kundal’s coming into the elite Indian Administrative Services and then rising to the highest echelons of bureaucracy is a matter of inspiration for others to follow. During the pre-partition days his father was recruited as a teacher while other friends and colleagues of his father were taken up as Patwaris. Those who were recruited as Patwaris had later rose to the positions of Assistant Commissioners while Kundal’s fathe remained a teacher as he had to. “Sometimes we used to ask our father if he too had become a Patwari we could have introduced ourselves as sons of Assistant Commissioner”, Kundal had once said. Recalling father’s reply, Kundal said, “in response to this question our father would always say being sons of the teachers you would become better persons your self”.
Father’s intuition was proved true. Kundal got into Indian Administrative Services in 1972 and then never looked back. With sincerity, dedication and sheer dint of hard work he rose to the position of Chief Secretary. It is a general precedence that officers who shine during one regime are made to eat dust when the next regime takes over. Such was the ‘above board and forthright’ approach of Kundal as a bureaucrat that he emerged as a favourite in all regime whether it was headed by Farooq Abdullah, Mufti Mohammad Sayeed or Ghulam Nabi Azad.
Kundal’s induction has also come as a good omen for Jammu region which has always been longing for a neat and clean leader who has the commitment to serve the people.
It may be mentioned here that when Kundal was sworn in as a cabinet Minister he created history of sorts in Jammu and Kashmir by being the first IAS officer, that too of the rank of Chief secretary, to get berth in the council of ministers. Prior to Kundal’s elevation to the cabinet post a number of senior bureaucrats, including two former Chief Secretaries, Sheikh Ghulam Rasool and Vijay Bakaya, had joined political parties but had failed, so far, to win a cabinet post. Some among them had even contested unsuccessfully Assembly elections also.
