| Kapur sits in top bureaucratic chair | | | Early Times Reporter Jammu | June 9 Putting all speculations to rest the government today cleared posting of Sham Singh Kapur as next Chief Secretary of Jammu and Kashmir. The top bureaucratic post had fallen vacant following premature retirement of BR Kundal who was subsequently inducted in the Ghulam Nabi Azad cabinet on Friday After an initial resistance from the Peoples Democratic Party, a consensus had reached between the key coalition partners on the issue of next Chief Secretary. The state Cabinet which met in Srinagar this morning cleared the name of Kapur which already almost certain. Later in the afternoon Kapur assumed the office of Chief Secretary. He was called on by a number of top bureaucrats to greet him on his elevation to the highest bureaucratic office. Kapur enters the prestigious and most challenging assignment of Chief Secretary, Jammu and Kashmir with rich and varied administrative experience. Kapur had joined the Indian Administrative Service in the year 1974 after graduating in Civil Engineering from the Punjab Engineering College, Chandigarh. While in service, he also acquired a P.G. Diploma in Population and Development (1993-94) and MBA (1996-97). He began his active service career in Jammu and Kashmir as SDM, Ramban (1976-78) and went on to serve in various capacities, both in the field and the Secretariat. He has served as Deputy Commissioner of Leh and Jammu districts, Managing Director of the Jammu and Kashmir Tourism Development Corporation Limited, Excise Commissioner and Divisional Commissioner, Kashmir in the relatively turbulent times. He has held the charge of the Administrative Secretary of key departments like Agriculture, Tourism, Higher & Technical Education, Industries & Commerce, Planning & Development and Home. Kapur has also served with distinction under the Central Government as Director (Policy) in the Ministry of Health and Family Welfare (1990-94) and Joint Secretary in the Ministry of Commerce & Industry (2000-2005). In the latter capacity, he specialized in free trade negotiations both in bilateral and regional contexts. In this regard, he led various Indian delegations including for negotiations on SAFTA and India-ASEAN FTA aimed at bringing about economic integration in the South Asian and South-East Asian regions. |
