| Bhim calls on PM urges for amendment in article 370 | | | New Delhi | June 10 Prof.Bhim Singh, chairman of national Panther Party this morning met Dr. Manmohan Singh, the prime minister and presented him ‘Delhi Declaration’ of the Panther’s Party in which the party has strongly and vehemently pleaded for a democratic amendment in article 370 empowering the parliament with its inherit authority to legislative vis-à-vis Jammu and Kashmir on the subjects, at least, which were included in the instrument of accession by Maharaja Hari Singh on 26th October,1947, namely defense, foreign affairs, communications, currency and allied matters. Singh urged the prime minister to appoint a committee of members of parliament from all the political parties to study the proposed amendment in article 370 which he said was only the solution to resolve the regional conflict and tension in Jammu and Kashmir by introducing separate provincial assemblies for Ladakh, Kashmir and Jammu with powers to deal with the matters urged the prime minister that this is the only way to involve the people of Jammu and Kashmir with the mainstream. The Delhi Declaration has also demanded induction of fundamental rights in the constitution of Jammu and Kashmir which has neither fundamental rights in the constitution of Jammu and Kashmir which has neither fundamental right nor were secular in the preamble, he said. He also urged the PM’s intervention to ensure the payment of monthly salaries to the SPO’s in J&K who have not been provided any allowance or salary for the4 past six months, and is working round the clock at the cost of his life to provide protection to the civilians but he is paid only Rs. 3000/- per month. |
