| HC restrains SWD from filling-up post of Supervisor in District Kathua | | | Early Times Reporter
Jammu | June 10
Justice YP Nargotra of J&K High Court Jammu Wing, in a petition challenging the appointment of supervisors by mode absorption, has issued notice to state of J&K through Chief Secretary, Commissioner/ Secretary Social Welfare, Director Social Welfare Jammu, District Social Welfare Officer Kathua, Program Officer ICDS Kathua, Child Development Officer Kathua, Child Development Officer, Bernoti and private respondents and ordered that in the meanwhile if the petitioners are eligible for promotion to the post of Supervisor in terms of rules, in that event the post of Supervisor available in District Kathua shall not be filled-up by the mode of absorption till further orders.
This direction has been passed in a petition filed by Sunita Devi & Ors at present working as Anganwari Workers and eligible for promotion as Supervisors. In the petition it has been alleged that Executive Director/ Secretary J&K Social Welfare Board vide his order winding-up of welfare extension projects (Border Area) accorded sanction for placement of welfare extension projects (Block Area) employee at the disposal of Director Social Welfare Jammu/ Kashmir for their adjustment against the vacancies available in the Social Welfare Department. The petitioners alleged that these employees were adjusted against the post of Supervisors in the grade of 4000-6000 lying vacant under promotion quota and maintained that their adjustment is nothing but a backdoor entry in the regular service from board to the department and prayed for quashing the Government orders and also seeking direction to respondents to promote the petitioners against the post of Supervisors as the petitioners are qualified and eligible for the said posts as they are BA, B.Com and BSC.
