With Rs 1300 lakh, 25 years time; this power project is still under-construction

Srinagar, July 08 : Despite a whopping increase of Rs 560.31 lakh on the project cost and the lapse of nearly a decade a mini hydro electric project being constructed on river Jehlum in Kupwara district of South Kashmir is no where in the sight of completion.

If the sources have to be believed, work on Sunjak Hydel project, a micro Power Project, was started in 1982 and it was excepted to be completed in August 1996. Despite the delay of about twelve years the power project is still under construction; Courtesy; the lake of proper planning and sincerity.

Sources in the power department told News Agency of Kashmir that the work of this project with 0.26 MW capacities was taken up in the year 1982 and the actual work started in the year 1988. The project was scheduled to be commissioned in August 1996 but according to the sources this project is still under construction.

The original estimated cost of this project with 0.26 MW capacities was Rs 762.12 lacs but later it saw an increase of about Rs 560 lakh taking to the cumulative expenditure incurred on the project ending January 2006 to Rs 1322.53 lakh.

However, the officials claimed that the increase in the project cost and the delay was due to the enhancement of the capacity of the project. "At the later stage on the advice of the consultants, M/S Tata Consultants the said project was changed and upgrade to 1.26 MW. Also the length of the project canal was extended upto 705 meters", a senior government official said. After affecting the change in design the estimated cost of the project was worked out to be Rs 1424 lacs.

Till January the cumulative expenditure incurred on Sunjak Small Hydel Project has reached Rs 1322.53 lacs but the project still is not complete. Officials claimed that 95% of the civil works have been completed and in addition to this only 50% of the electric and mechanical work has been completed so far.

Despite the claims of the concerned authorities the work on this project is being done for the last 24 years but only 95 % of the civil work has been commenced an rest of the works are still pending.

According to the authorities the canal from power house to Head Works is long enough and the water conductor system is also not open and water is being carried through M S (Mild Steel). So far the authorities say that all this needs physical work but this not a sound reason for the delay.
