HMPHA holds meeting, demands release of pending payments

JAMMU, Nov 15: Hot Mix Plant Holders Association (HMPHA) of Jammu Province held a meeting to discuss the problem being faced by the members.
In the meeting held here today under the chairmanship of Sham Singh Jamwal, president of the Association, it was decided to present the demands afresh before the Lieutenant Governor of the UT of Jammu and Kashmir as their pleas earlier raised before the Advisors of the Governor of erstwhile J&K state did not prove fruitful.
The members said that their demands for release of pending payments have not been settled despite executing the allotted works within the shortest possible time as per the directions of the Executive authorities.
It was discussed that though the liabilities for the year 2016-17, 2017-18 and 2019-20 incurred by the PWD amounting to Rs 110 crores were approved but the payments have not been released yet. It is further submitted that Rs 100 crores have been approved in the budget for the year 2019-20 for old liabilities and the same amount have been approved for new works for the year 2019-20, whereas funds of 75 percent of Rs 100 crores for new works have been released but 100 crores to clear old liabilities has not been released so far. The Central Government as well as the Govt of UT of J&K is claiming that there is no shortage of funds as the same are being released by the central government regularly. The members of the Association were worried that the payments of works executed since 2016-17 have not been released to clear the previous liabilities.
It was also discussed that the revalidation of PMDP works amounting to Rs 33 crores (approximately) was approved by the Government of India since long but the funds have not been released so far to make the payments to the plant holders/ Contractors.
Each member of the Association was feeling that they have been misguided by the respective Governments by giving them false assurances that their pending payments would be released very shortly and with this hope the association members executed the allotted works in the past.
But now they are facing financial hardships due to non-payments of the work done in time.
It was unanimously decided again by the Association members that if there is any difficulty being faced by the concerned authority regarding the allotments of funds to clear the liabilities for the year 2016-17, 2017-18 and 2018-19, a committee was constituted by then Principal Secretary Finance to verify the relevant documents on the basis of which liabilities of that period have been worked out by the department so that the allotment of funds to clear the liabilities for the period are cleared at the earliest.
