| HC directs Union to allow the NGO to proceed with project | | VO investigating allegations against NGO | | Early Times Reporter Jammu | June 21 Vacation Judge of J&K High Court, Jammu Wing, Justice Mohammed Yaqoob Mir, in a petition filed by National Foundation a NGO, has directed Union of India through Secretary Ministry of Textiles that until the determination of objections to be filed by other side, petitioner shall be allowed to proceed with the project irrespective of pendnecy of anonymous complaint. Justice Mir, after hearing senior Advocate M K Bhardwaj with Adv Ajay Vaid appearing for the petitioner, issued notice to Secretary Ministry of Textiles, Development Commissioner (Handicrafts) Ministry of Textiles Government of India and Assistant Director Handicrafts Ministry of Textiles Government of India Office at Jammu returnable within four weeks. In the petition it has been submitted the project for the development of handicraft artisans under Ambedkar Hastship Vikas Yojana (AHVY) is to be completed by the petitioner within a period of five years. The petitioner is in the process of completing the same but on the basis of an anonymous complaint, which is being enquired by Vigilance Organization, the progress of the work has been hampered. Enquiry into the matter and whatever will be result of the enquiry shall not stand in the execution of work on the project which is to be completed within the stipulated period, the petitioner submitted. Justice Mir, after viewing the matter in the background of material available, observed that indulgence is warranted and until the determination of the objections, to be filed by the other side, the petitioner shall be allowed to proceed with the project irrespective of pendency of complaint. Court further observed that it shall be open to respondents to monitor the functioning of the NGO within the frame work of the scheme, and ensure strict adherence to terms and conditions governing execution of the project.
