Doda-Kishtwar belt calls for multi-pronged operations against militants

For the Pakistani troops and the establishment in Islamabad providing moral and military assistance to militants,operating in Jammu and Kashmir and to those waiting on the launching pads across the LOC has remained traditioal political game.It has been going on for the last 18 years despite sustained protests lodged by New Delhi.What is amazing is the way the Pakistani agencies and the troops kick up some sort of violence within Jammu and Kashmir and spark the incidents of firing and ingress on the border during the time some dignitary is to visit India or during or before the start of the parleys between the Indian and the Pakistani side.It has been going on since the visit of former US President,Bill Clinton,to India years ago.Such things have happened whenever the Indian leaders travelled to Islamabad for talks or the leaders from Paksiatn visited Delhi. Political analysts are of the opinion that such developments are engieered either to show to the world that violence continues and it will continue till the Kashmir issue was settled or for mounting pressure on Delhi for demonstrating flexibility needed to resolve the Kashmir issue.
And the agencies across the LOC played its political game when with the assistance of the Pakistani troops a group of militants attempted at infiltrating into Jammu sector from across Poonch on Thursday.Though in the incident four to five infiltrators fell the bullets fired by the Indian border guards, the alarming incident took place in the shape of exchange of fire between the two sides in Poonch sector.The Pakistani Army has claimed that two of its soldiers were killed in the firing opened by the Indian troops.In fact the Pak Army provides a fire cover to the infiltrators and later they dish out the story that the exchange of fire on the border was not between them and the Indian troops but between the Indian forces and the militants.The Poonch incident was engineered again in the light of Pakistan's foreign ministers'visit to Delhi for talks.He will be reaching the Indian capital within next two to three days.
Whatever may be the motive behind the Poonch incident one thing is clear that agencies across the border continue to proviude moral and material assistance to militants operating in Jammu and Kashmir.These very agencies are in the look out of an opportunity for pushing into Jammu and Kashmir large groups of militants for strengthening the manpower and machinery of the rebels..It is in this connection that intelligence agencies have received reports from their field sources in Doda-Kishtwar belt that militants had not constructed concrete bunkers but have fortified Dhoks situated on mountain slopes.Their movement between Kishtwar and south Kashmir has assumed alarming dimensions as these militant groups have stored large quantities of weapons and ammunition in these Dhoks.The recent attack on the men of the GREF,engaged in the construction of the mountain road in Kishtwar,in which several men and an officer of the rank of a colonel were killed had been carried out to scare away the GREF people so that their was no agency present which could monitor their movement across the hills while shuttling between Kishtwar and areas in south Kashmir.
One central intelligence agency is stated to have conveyed to the central Government the need for carrying out a multipronged operations against militants camping in the Dhoks as early as possible lest these very militants should be in a position to raise the level of violence in tne entire Doda district,which has been sanitised to a large extent during the last three years,and in south Kshmir in their bid to wreck the poll process.The intelligence inputs have indicated that militants were trying to target kashmiri migrant camps and security units.On the basis of interception of satellite phone, messages security forces carried out search operations in areas around the BSF headquarters at Paloura and around Mishriwalla and Purkhoo migrant camps.There are elements within the Pakistani Army and the ISI that want to give teeth to the ongoing Jehad.They are not upset over the current lull in Jammu and Kashmir because it is they who have reportedly directed militants to lie low till the schedule for the Assembly poll was announced.Do these elements receive patronage from the establishment in Islamabd or is it the outcome of its inability to tame or keep under control troops guarding the border ?
