| PSC going green, new eco-friendly, posh building underway | | After laying foundation stone CM calls for fast track recruitment for speedy infrastructure development | | Early Times Reporter Jammu | June 22 Chief Minister Ghulam Nabi Azad Sunday laid the foundation stone of Jammu and Kashmir Public Service Commission complex at Silk Factory road here. Coming up at a cost of Rs 13.11 crore, the 3-storey building would be the first green building of the State with extensive landscaping both in and outside the complex. The building is in sync with the fast catching up concept of eco-friendly buildings having a traditional design that allows maximum filtering of natural light with thrust on energy and water conservation, sewage treatment and maximum use of eco friendly materials. Besides, it will have basement facility housing examination halls and bank, capsule lift and a separate section of interface catering to public seeking information from the Commission. Construction work was started by JKPCC, the project executing agency, in April 2008 and is likely to be completed by January 2009. Minister for Health and Medical Education, Mangat Ram Sharma, Minister for Higher Education, Gulchain Singh Charak, Mayor JMC, Kavinder Gupta, Corporators, Vice Chancellor, Jammu University, Amitabh Mattoo, Chairman, PSC, Mohammad Shafi Pandit, Divisional Commissioner, Jammu, Sudhanshu Pandey, Managing Director, JKPCC, former chairmen and members of PSC and social activists were present. The Chief Minister congratulated the PSC for eventually getting an accommodation of its own at Jammu and hoped that it would soon get an office in Srinagar also. Calling upon the executing agency to complete the project in the targeted time period, he said that government was single mindedly pursuing the agenda of development of sound infrastructural setup throughout the State by expansion and up gradation of facilities in the field of education, health, roads, bridges and other public utility services. He said that nearly 400 projects were identified and put on fast track wherein it was finalized that no project should take more than 24 months to complete. For the first time, he said that from conceptualization of project, transfer of land, allotment of funds, laying of foundation to inauguration of the building, the entire process was being completed within a year. He expressed satisfaction that within a short span of two and a half years nearly 80% of major projects have been completed, adding that it has resulted in changing the development profile of the State. He said that new work culture of carrying out development works in double and triple shifts were yielding excellent results with remote and neglected pockets, reaping the benefits of development. Stating that long drawn projects lead to disenchantment among public, Azad said his government from the very beginning worked to instill confidence among people by proving that it doesn't believe in hollow promises but on transforming the promises into reality. He said that long pending projects not only lead to cost escalation but also lose utility by becoming burden on state's exchequer. Citing the examples of Udhyog Bhawan and Dental College at Jammu and Assembly Complex at Srinagar which were completed in record time, he said that work on 200 bed Children Hospital, Rs 120 crore new hospital adjacent to GMC Jammu and Divisional Commissioner's Office has also been accelerated. Azad said that expansion in infrastructure has resulted in greater demand of skilled and trained manpower, adding that hospitals without doctors and schools without teachers were futile. He called upon the premier recruiting agencies, PSC and SSRB, to put the recruitment process on fast track. He said that trained engineers and technicians were imperative for speedy execution of development projects. He asked the recruitment agencies to function in a transparent manner for ensuring selection of only deserving candidates. Speaking on the occasion, Chairman PSC, Mohammed Shafi Pandit informed that out of the total project cost, the Finance Commission has sanctioned Rs 10 crore for the project as a special dispensation for Jammu and Kashmir State. He said that PSC was performing an important task of recruiting people to higher positions in bureaucracy in a fair and transparent manner. He said that in the last 4 years the Commission had made 2168 selections while as in the last three months from April 2008 to June 2008, nearly 1000 new selections were made. He assured to redouble the efforts for putting the selection procedure on fast track so that ample manpower was recruited to man the core development infrastructures like hospitals and educational institutions. He said that PSC had also launched a website for ensuring transparency in recruitment process besides clearing the backlog of vacancies due to long years of turmoil in the State. |
