| Polls anytime, rolls nowhere | | | Early Times Reporter Jammu | June 22 ET EXCLUSIVE Despite clear cut instances of irregularities and security concerns, Jammu and Kashmir is nowhere close to the election preparedness even as the poll bells can be sounded anytime. a serious concerns was recently raised when Election Photo Identity Cards (EPICs) were recovered from the possession of slain militants in North Kashmir district of Kupwara. This had caused a deep worry among the political parties and security agencies about the possibility of militants causing potential disruption in the election process. Following this the Election Commission of India asked the Jammu and Kashmir Election Department and all other officers concerned at district level to verify all such cards and prepare final electoral rolls. Leave aside the verification of EPICs, in most of the districts even electoral rolls are nowhere close to a final shape. Sources said that most of the Deputy Commissioners have just started the process of preparation of electoral rolls and have asked for at least two month’s time to complete the process. The Election Commission of India has taken a serious note of this slackness on the part of Deputy Commissioners. Highly places sources said that the Deputy Election Commissioner of India R Bhatacharya was in Jammu and Kashmir this till this weekend and had a series of meeting with the Election Department and the Deputy Commissioners in Srinagar as well as Jammu. He is reported to have expressed displeasure over the pace with which work on electoral rolls is going on. Sources told EARLY TIMES that the Deputy Election Commissioner pulled up at least seven Deputy Commissioners of various districts, both in Kashmir and Jammu divisions, for their alleged non seriousness in preparation of electoral rolls. It may be mentioned here that before resigning from services to join cabinet, the then Chief Secretary BR Kundal had convened a meeting of Deputy Commissioners way back in March stress them to take up preparation of electoral rolls at top priority. He had enjoined upon all the DCs to gear up the process of summary revision of electoral rolls as a number of discrepancies have been noticed so that updated electoral rolls can be prepared well before the assembly elections and issuance of Electors Photo Identity Cards (EPIC) to hundred percent voters be ensured. |
