| Preparation of EPICs, Electoral Rolls reviewed | | | Early Times Reporter Udhampur | June 26 To review the preparation of Electors Photo Identity Cards (EPICs) and updation of Electoral rolls, a meeting of Electoral Registration Officer (ERO), Assistant Electoral Registration Officer, (AERO) and Booth Level Officers (BLOs) was held here on Thursday. The Deputy Commissioner, Udhampur, Mr. O.P.Kalandria who is also the District Election Officer (DEO) presided over the meeting. Mr. Kalandria gave detailed instructions to the BLOs regarding preparation of Elector’s Photo Identity Cards for at least one member of each family of electors. The District Election Officer (DEO) stressed upon the BLOs to complete the job within 10 days so that the scanning of the Form 001B, generation of EPIC and lamination is completed by July 31, 2008. The BLOs have also been instructed to collect photographs of residual as well as new electors for which they have been issued Form 001B with pre printed name of elector with other particulars. These forms would be delivered to electors for their verification and supply of two coloured photographs which would be verified and countersigned by BLO and AERO. Different monitoring agencies like AERO, ERO and DEO would carry out the supervisory check and verify the photo collected or taken by the respective BLOs. The BLOs would be provided with incentive of Rs.15 per elector for capturing the photographs and Rs.5 per elector for distribution, collection and verification of each photo. The distribution of EPIC to the electors have to be ensured by or before August 15,2008 which is a set time frame fixed by the Election Commission of India, the DEO apprised. DEO has appointed number of Supervisory Officers at an average over 15 BLOs who would coordinate and supervise the work of the Booth Level Officers allotted to them. DEO and ERO would impart necessary training to the BLOs from time to time. The District Election Officer however informed that BLOs and other Supervisory Officers who are being engaged in activities related to the preparation and revision of Electoral Rolls would be deemed to be on deputation to the Election Commission of India and as such would be subject to the disciplinary control of Election Commission under Section 13 CC of the Representation of People Act, 1950 and Section 9 A of the J&K Representation of People Act, 1957. Mr. Kalandria instructed all the officers to work with sincerity and utmost dedication in preparing the EPICs in time for the ensuing Assembly Elections. |
