Charak stresses for timely completion of works

Srinagar, September 01 – Minister for Roads and Buildings Mr. Gulchain Singh Charak has stressed upon the engineers to redouble their efforts to achieve the targets under various schemes within the time frame. He set the deadline for accomplishing 80 per cent targets for Kashmir Valley by ending October 2006.
The Minister was reviewing the progress of on-going works in the Valley at a meeting of engineers at Srinagar last evening.
Secretary Roads and Buildings, Mr. Atul Dulloo, Chief Engineer, R&B, Mr. N.A.Shah, General Manager, JKPCC, Mr. Iftikhar Ahmed Shah, Managing Director J&K Housing Corporation and Joint Development Commissioner, General Manager, JK Cements, all Superintending Engineers, Executive Engineers of the Valley were present in the meeting.
Mr. Charak said that R&B is a very vital sector and related to the common man adding that works executed by the Department are visible on ground and officers have to make their serious efforts to make effective planning so that benefits of all schemes reach to the needy. He said that every one has to become accountable to their assignments.
The Minster issued special instructions to the engineers for maintaining quality of works as per the specifications. The executed works would be cross checked by the team of experts and any one found violating the specifications would be dealt with sternly. The performance of every division would be reviewed periodically, he added.
Mr Charak said that the Chief Minister has issued specific orders for completing all major projects by the end of current financial year by working in two shifts. Since the working season is limited in the Valley, therefore, everyone has to work with zeal and dedication to achieve the 100 per cent targets, said Mr. Charak.
With regard to according of Administrative Approvals of various works, the Minister asked the Secretary R&B and Chief Engineer, Kashmir to personally monitor and convey the same expeditiously. He favored appointment of a Nodal officer for the specific job.
The Minister categorically said that good work of officers would be appreciated while as non-performing officers would be dealt firmly. He said that officers can bring their grievances, if any, to his notice immediately, but after consuming unnecessary time, no plea whatsoever would be entertained.
Earlier Mr. Dulloo gave resume of various on-going schemes and status of works. The Engineers assured the Minister for achieving the targets well before the stipulated time.
