| Jugal assumes charge, chairs meeting | | | Srinagar, September 01 – After assuming the charge of the Minister for Rural development and Panchayats Mr. Jugal Kishore took meeting of officers of the Rural Development Department. Secretary Rural Development Department, Director Kashmir, Joint Director (Planning) and the Additional Secretaries Rural Development Department were present in the meeting. Minister exhorted the officers that they shall have to work with zeal and devotion so that the objectives outlined by Chief Minister Mr. Ghulam Nabi Shah in respect of transparency, good governance and corruption free services, are fully attained. He emphasized that the work programmes shall have to be properly calenderized and the different subordinate officers tasked for realizing the goals both physical and financial within the stipulated period together with ensuring observance of quality parameters. Emphasis was laid on extensive touring by different officers and for conducting surprise visits. It was also suggested by Minister that a review of the various systems in vogue be undertaken so that procedural delays are avoided besides ensuring economy in the costs. Mr. Jugal was apprised about the present status of the Model Villages and the difficulties having been surmounted in the arrangement of various key materials for accelerating pace of the work and desired that regarding IWDP the level of empowerment of general public needs to be raised besides orienting the field officers for addressing this task more coherently and purposefully so that the impact of the programmes at the grass roots level is discernible. Discussions were also held regarding the completion of the process of de-limitation of Panchayats and Panch Constituencies on way to hold Panchayat elections in Jammu and Kashmir State. Minister desired that detailed review meetings at varius levels would be shortly conducted followed by field visits for having on-the-spot assessment of the pace of the different works together with understanding the public perception about the various programmes being conducted by Rural Development Department. |
