| Dr Kumar shown Raj Bhawan’s door | | Panel finds him guilty, Vyas new PS to Governor | | Early Times Reporter Jammu | June 28 For his slip of tongue –or may be slippery tongue –one of the main targets of the present crisis in Kashmir, the Principal Secretary to the Governor Dr Arun Kumar has been shown the Raj Bhawan’s exit door. After allegations of Deputy Chief Minister Muzaffar Hussain Baig that Dr Arun Kumar made a communal statement during his June 17, press conference, the senior IAS officer who has been Principal Secretary to the Governor for close to eight years, was in the dock and at the center of political criticism. After a high level inquiry committee found Kumar guilty of violating the civil services norms and stepping out of brief by commenting on the political issues, he has been removed from Raj Bhawan and attached with the General Administration Department. Commissioner Secretary Finance Bharat Bhushan Vyas has been appointed as Principal Secretary to the Governor. It may be mentioned here that on the directions of the Chief Minister, a three member Committee was constituted by the Government on June 21 to analyze the evidence, including video and audio tapes of the press briefing given by Dr. Arun Kumar with a view to reporting whether, prima facie, the officer has violated the provisions of All India Services (Conduct) Rules and accordingly recommend further action in the matter. The Committee in its report submitted to the Government has reached the conclusion that the officer has, prima facie, violated the provisions of the All India Services (Conduct) Rules. The Government considered the report of the Committee and decided to immediately withdraw Dr. Arun Kumar from the Raj Bhawan and attach him with the GAD. The officer has accordingly been attached with the General Administration Department. A show cause notice is being issued to the officer to explain his position and further action as warranted under rules would be taken accordingly. A government order said that Bharat Bhushan Vyas, Commissioner-Secretary to Government, Finance Department has been posted as the new Principal Secretary to Governor. The Government also decided to recall S. L. Bhat IAS from Central deputation and post him as Financial Commissioner, Finance in the fixed scale of IAS. The Government of India has been requested to relieve the officer urgently so that he could take up new assignment at the earliest. Till Bhat reports back to the State, the charge of the post of Commissioner-Secretary to Government, Finance Department shall continue to be held by B. B. Vyas in addition to his main charge as the Principal Secretary to Governor. |
