Short term Governor rule only solution

Although, Chief Minister Ghulam Nabi Azad has shown a bold face and claimed of mustering the required numbers, to stand the test and prove his majority, on the floor of the House, any time before July 7, the deadline set by the Governor for him to prove his majority in the House, there are strong doubts about the veracity of the same. Group after group having representation in the state assembly are publically announcing their unwillingness to bail out and come to the rescue of the sinking boat of Azad government, which is reduced to minority, after the pulling out of 18 member PDP from the same. The Congress at present has 22 members in the state assembly, with total strength of 87. Besides it enjoys the support of 8 independently elected MLAs, who have become as associated members of Congress legislature party. It has also the support of three members J&K Democratic Forum led by Transport Minister Hakim Mohammad Yaseen. Together the government has the support of only 33 members and needs 11 more to reach the magic figure of 44. Even if 3 dissident PDP MLAs who have formed a splinter group under the leadership of Ghulam Hassan Mir, extend their support to the government, it still needs 8 more. The only hope left for the government survival is if 26 member NC comes to the rescue of Azad, even by abstaining in the voting. But will NC be able to adopt this course under the present political scenario, where it is fighting a grim battle against PDP to win the sympathy and support of separatists and religious fundamentalists in Kashmir. In the present chaotic conditions with sharp regional and religious polarization the 4 member JKNPP group too cannot afford to come out to the rescue of Azad government particularly after its surrender before the blackmail and pressure from Kashmiri secessionists and religious fundamentalists in the valley over the issue of land transfer and the role of SASB. Further, any horse trading, purchase of some MLAs from some parties individually, either by offering ministerial berth for a short period of four months left for the present term of the state assembly or even by offering other material benefits, are hardly supposed to succeed, besides the same further deteriorating the law and order situation in the state. Hence the only remedy under the present circumstances seems to be imposition of Governor's rule under the relevant provision of the state constitution and holding elections under the same. This will also meet the demand of National Conference as well as various groups in the state. The elections under Governor's rule will also appear to be more fair and free without any political advantage to the ruling group. A short term Governor rule may also defuse the present volatile situation in Kashmir as well as in Jammu, notwithstanding various groups in Jammu agitating against the alleged surrender by the Governor before the pressure and blackmail by the separatists and religious fundamentalists in Kashmir over the issue of Amarnath yatra opposing Governor N N Vohra and demanding his recall.
