Delimitation is need of hour in J&K: Manohar

Kathua, Feb 20: Former Minister and President DCC Kathua Dr Manohar lal Sharma today welcomed the appointment of Chandra by CEC as member for delimitation commission and said that delimitation is the need of the hour in the J&K and elections must be held after delimitation of assemblies with addition of more assemblies .He further said that the proposed addition of 7 seats as per J&K Reorganization Act, 2019 will not be sufficient as mere 7 seats will not give equal representation to all the areas and further said that the seats should be increased proportionately and not arbitrarily. Manohar also said that during Congress’ Ghulam Nabi Azad’s term as chief minister, he had recommended a proposal of 25% all-round increase in the number of Assembly seat and had convened a meeting of all parties to seek consensus for delimitation and after discussing it in cabinet, even pushed an constitution amendment bill in the assembly but unfortunately it was not passed due to lack of strength in the assembly. He requested minimum addition 25-30 % seats of present quota in order to give equal representation of all the areas of J&K. Manohar further said that the delimitation exercise be initiated in the state, keeping in mind the background, population, areas and geographical topography of the state. He further said that delimitation exercise shouldn’t be politically motivated and advised the commission not to be biased towards one party and further asserted that addition of assemblies should be done by the commission after proper consultations, discussions and accepting proposals from different political parties in J&K. Dr Sharma pressed the demand of addition of 2 more assembly constituencies in district Kathua which will rise its number to 7 from 5 constituencies at present. Manohar said the entire kandi area above national highway should be made separate assembly constituency. Secondly he pressed for forming of new assembly constituency comprising of Loi-malhar and macheddi areas of billawar & bani assembly and in addition this Dr Sharma said that assembly segments should be increased from 2 to 3 in Samba district by making ghagwal sub divison in to a constituency.
