Governor Vohra has inherited a difficult legacy

The onus of handling the current political and security flux in Jammu and Kashmir now rests on the shoulders of N.N.Vohra after the imposition of the Governor's rule.In fact the Congress led state Government has left a difficult legacy for Vohra whose acumen as a bureaucrat and as Government of India's chief interlocuter on Kashmir will be on test during the next six months of Agni pariksha.Under the State Constitution Governor's rule can be imposed for a period of six months only and if by then the situation did not improve the Governor can recommend to the President of India for imposing the central rule in the state.
So far N.N.Vohra has demonstrated his segacity by sticking to the rule book.He did not impose Governor's rule immediately after the PDP pulled out of the Government.And rightly he gave a chance to Ghulam Nabi Azad to prove his majority on the floor of the Assembly.Again he did not impose the Governor's rule under section 92 of the state constitution after Azad withdrew the motion which had been tabled in the House for demonstrating confidence of the Assembly members.And even when he accepted the resignation of Azad and the members of the council of ministers he did not recommend imposition of the Governor's rule.Instead he invited President of the main opposition National Conference,Omar Abdullah,to know whether he staked claim to the formation of the Government.Omar declined the offer which had left no other alternative for Vohra but to go in for imposition of the Governor's rule.
As far as Vohra having inherited a difficult legacy is concerned communal and regional divide top the list.As such he has to strike a balance which,at present,seems to be difficult.The reason.While the people in Kashmir besides valley centric political parties and the separatists continue to oppose any change in the land diversion order which stands revoked,those in Jammu want the status quo to be restored so that 800 kanals of land were rediverted to the Amarnath Shrine Board for developing infrastructure for pilgrims at Baltal and Domel.No doubt the Azad led Government had entrusted the task of development of the infrastructure on both Baltal-cave and Pahalgam-cave mountain routes to the Department of Tourism,majority of people in Jammu alongwith the workers and leaders of BJP,VHP,Bajrang Dal,Shiv Sena and others want to see the level of insult hurled on them by the revocation of the order to get diluted which was possible if the status quo,that existed in May,was maintained.It is a very difficult task for the Governor because accepting the demand of one region will incite people to violence in the other province.
Though Vohra had endeared himself to the people and political parties in the valley by having communicated to Ghulam Nabi Azad that the Board no longer required land for setting up prefabricated tents after Azad had assured him that the state agencies will look after the yatra management,Kashmiri leaders would not stop looking at him with suspicion because of being a nonstate subject ruling the state.The Jammuites are slightly annoyed with him for having made the task easier for Ghulam Nabi for revoking the land transfer order.Hence he could ensure for himself a hassle free rule if he picks up some prominent former bureaucrats and jurists from Jammu and Kashmir to act as his advisers.He can appoint three to four advisers and if two belonged to Jammu and two from the valley it could project him a Governor who is against regional discrimination.In case he may have some problem in selecting capable former bureaucrats and jurists from within the state he could constitute an advisory body,comprising only local intellectuals and academicians,for guiding him on day to day functioning and for running the state administration he could leave it to the centre to select advisers for him.
