| Vohra Firms Up Grip | | J&K under Governor's rule, Assembly dissolved | | Early Times Reporter Jammu | July 10 Ahead of formal announcement of assuming all powers and responsibilities of government late this evening, the Governor NN Vohra today firmed up his grip on the administrative and security affairs of the state. After a daylong of hectic developments and consultations between Srinagar Raj Bhawan and Rashtrapati Bhawan, the Governor, N N Vohra, issued a Proclamation late this evening, in exercise of powers conferred by Section 92 of the Constitution of Jammu and Kashmir, and assumed, with immediate effect all the functions of the Government of the State and all powers vested in or exercisable by anybody or authority in the State, other than the powers vested in or exercisable by the High Court. Sources said that the Prime Minister, on his return from Japan tour, Okayed imposition of Governor's Rule in Jammu and Kashmir. Though, according to the Jammu and Kashmir constitution, the Governor can assume all powers whenever he deems fit but following precedence the Raj Bhawan had sent a situation report to the Center and a formal nod was awaited from the Prime Minister. According to a Raj Bhavan spokesman, the Governor also dissolved the Legislative Assembly in exercise of the powers conferred upon him by clause (b) of sub-section (2) of Section 53 of the Constitution of Jammu and Kashmir. The spokesman said that after the acceptance of resignations of the Chief Minister, Mr Ghulam Nabi Azad, and his Council of Ministers, the Governor initiated a consultative process and met leaders of various political parties and groups in the Assembly with a view to arriving at a firm assessment whether any of the parties/groups were inclined and could join hands to form a stable Government of the State. The Spokesman added that based on the conclusion that no group or party was in a position or willing to form the Government of the State, Mr Vohra sought the concurrence of the President of India for issuance of a Proclamation to enforce Governor's rule under Section 92 of the Constitution of Jammu and Kashmir. Meanwhile, in the first major indication towards administrative discipline, all heads of the departments have been asked not to issue any policy decision order without getting it ratified from the Chief Secretary. As per a government circular all administrative secretaries have been directed not to issue orders concerning policy decisions and transfers and postings of officers unless shown to the Chief Secretary. Orders, if any, issued in this behalf with effect from July 7, 2008 shall be submitted to the Chief Secretary for perusal. In another development, the Special Secretary to Chief Minister Zaffar Ahmed has been appointed as Special Secretary to the Governor. It may be mentioned here that Zaffar was also holding the charge of Directorate of Information. Observers see appointment of Zaffar to the new assignment as secularization of the Raj Bhawan which in past six to eight years had officers drawn from a single community. Meanwhile, the Governor, Vohra, reviewed the overall security scenario obtaining in Jammu and Kashmir and expressed satisfaction over the fast improving law and order situation. Vohra was given a detailed briefing on the prevailing situation in the State at a high level meeting held at Raj Bhavan. Among others, Chief Secretary, Mr S S Kapur, and Director General of Police, Kuldeep Khoda, attended the meeting. The Governor was also briefed about the important matters, which affect the peace and normalcy in the State. It was indicated that the Governor shall be taking such Security Review Meetings on regular basis. |
