| Red carpets roll out, Vohra walks in | | Bustle returns to civil secretariat corridors as Governor assumes office | | Early Times Reporter
Srinagar, July 11: After 20 days of high pitched political drama, uncertainty, no work and deserted corridors, the civil secretariat in the summer capital city today once again bustled with activity but it was a rare scene seen only fifth time in Jammu and Kashmir –it was beginning of the Governor’s rule.
Red carpets were rolled out and the cops of Jammu and Kashmir Police with their well ironed uniforms lined up to welcome the new ruled at the civil secretariat. With no signs of political sycophancy, the Governor NN Vohra was presented Guard of Honour by a contingent of Jammu and Kashmir Police. He was received at the Civil Secretariat premises by Chief Secretary, S S Kapur and senior officers. As usual the Civil Secretariat Non-Gazetted Employees Union led by its President, Nazir Ahmed Mir, also welcomed the Governor but there were no slogans as has been practice on the arrival of new Chief Minister.
Inside his secretariat chamber, assuming the top chair of power, the Governor strictly meant business. He had a first word with all administrative secretaries and called for time bound completion of developmental projects in Jammu and Kashmir with focused attention on effective delivery of utility services to people.
Addressing Administrative Secretaries at the Civil Secretariat here this morning, the first after the imposition of Governor's rule in the State, Mr Vohra spelled out his priorities and stressed the need for completing key projects within a short and stipulated time frame. He stressed that priority attention should be devoted to development projects like roads, bridges, education and healthcare services. Likewise water and power supply schemes must be maintained with high efficiency.
The Governor urged the Administrative Secretaries to monitor the pace of projects on ground and gear up field agencies to ensure their speedy completion. The Heads of Departments, he said, should inspect the projects and take on-the-spot decisions to ensure against delays. 'The pace of development must not slow down at any cost', he said, adding that he himself would be visiting various parts of the State to review progress of the major developmental schemes. He observed that he would undertake Department-wise review to assess progress. He stressed that it was the duty of everyone to serve the people with total honesty, devotion and dedication.
Vohra urged officers to rise to the occasion and take all required steps in mitigating the difficulties faced by common people and provide a responsive administration.
Stressing the need for transparent, accountable and clean administration, the Governor said that while honesty and hardwork will be rewarded, no laxity will be tolerated. He also stressed the need for decentralization of powers at the administrative level to cut short avoidable delays.
In regard to recruitments, the Governor said that the entire selection process should be speeded up and made fully transparent and only those candidates who are eligible and possessed merit should be selected.
Referring to the forthcoming electoral process in the State, Mr Vohra stressed that each and every public servant must do his job efficiently and honestly as this alone will enable a credible election, leading to a smooth transition.
The Governor also referred to the assembly elections in the State due later this year and assured of smooth transition saying that the present arrangement is a part of democratic and constitutional process. He asked the officers to do their job well and contribute towards this objective. "Let's do our job well to facilitate smooth process to elections", he added.
Chief Secretary, Mr S S Kapur, welcomed the Governor and assured that the entire Administration will continue to work with zeal and devotion for mitigating the problems of the people. At the outset, the Governor walked up to each officer to have their introduction.
