| Suffocated files get went | | Governor adopts continuity with change | | ET SPECIAL Jammu | July 12 The disquieting suffocation bottling up in the files of General Administration Department for past many months due to tug of war between the warring coalition partners –the Congress and Peoples Democratic Party –has finally got a vent by approval of the Governor NN Vohra. The long list of transfers and postings in Police and Civil Administration issued by the Government this evening reflects two major things –one that the Governor, unlike his many past predecessors, has adopted a policy of ‘continuity with change’ and second that he is too serious about holding elections in time. When contacted in Srinagar, top sources in the government told EARLY TIMES that most of the officers shuffled in today’s transfers and postings already had their names in the GAD pipeline. “The proposal of transfers and postings of most of the officers appearing in today’s lift were already at various stages finalization during the regime of popular government but they could not be approved due to raging differences between the coalition partners”, said a an official source wishing not to be named. Giving an example, he said, “Anil Goswami, the Principal Secretary to the then Chief Minister, was all set to be appointed as Principal Secretary Home department on June 28 but due to political uncertainty and tension between two ruling partners, this posting could not be approved”. In another example, a source said the proposal of appointing Dr Mandeep K Bhandari too was in the pipeline for a couple of months. It is learnt that the Governor had a analysis of the positioning of various officers, their tenure, performance and adaptability for a particular department before approving the list which was already set in process by the coalition government. This speaks volumes about the Governor’s clean approach to the administrative affairs as the transfers have not been affected to run his writ but the complete a process left halfway by the popular government. Another reflection in today’s large scale transfers and postings is that the Governor is serious about holding elections in time. These transfers at this stage will allow the officers to settle down in new positions and take full command of their departments well before the model code of conduct is imposed. Before effecting these transfers, the Governor, had extended meetings with Chief Secretary, Mr. S. S. Kapur, who is also Home Secretary, and Director General of Police, Mr. Kuldeep Khoda to review all issues relating to cadre management of the Civil and Police Services in the State. Consequent to discussions it was decided to shift all officers who have completed their tenures; ensure that while ordering transfers or appointments, merit and suitability of individual officers shall be recognized and officers enjoying blameless reputation are given responsible assignments. The transfers and postings orders issued by the Chief Secretary today are expected to re-energise all functional levels in Civil administration and Police, particularly in the districts, in the context of the impending elections in the State. |
