| Wanted speech writers; Apply on prescribed forms | | | Gareeb Dass

When,nearly three decades ago,a senior Congress leader,while addressing a public rally in a remote village in Jammu,anounced his commitment for opening a steel plant and a degree college his announcement was greeted with cheers.Later when a colleague of his asked him why he had promised a steel plant and a degree college for a remote area the Congress leader had shot back "it is all for local consumption with the aim of mustering voters support for him."This Congress leader is among a large number of political leaders who have been found shouting howlars to win the support of the voters.It is part of the election game.It was part of the same game that Dr Farooq used to dish out promises to people which were never fulfilled.If some one asked about it he would blame the bureaucrats for sabotaging his plans and ideas.If he found the listner was not satisfied he would accuse Delhi for this sabotage which he found was convincing.
Now that the elections are drawing close political leaders of various hues have started penning down the list of promises that they would make during the pre-poll campaign.But those who head the political parties would concentrate on issues that they feel will touch the inner feelings of people.Mufti Sayeed,it is certain,will not dish out promises,relating to economic empowerment of women or for eradication of social evils.He wold repeat what he had said during the 2002 pre-poll campaign.At that time he had given the slogan of opening of Srinagar-Muzaffarabad road for travel and for promoting people to people contact.He had promised a healing touch instead of adopting a bullet for bullet policy.He could see these issues having been fulfilled to a large extent.Now he would talk of demilitarisation leading to withdrawal of troops from the inhabited areas and from orchards,agricultural land state and private buildings.He would talk of self-rule and what not.He would talk about the success the PDP achieved by getting the land diversion order revoked.This is the main plank on which the PDP will approach the voters.
The National Conference leadership will harp on restoration of greater autonomy.But it will not miss an opportunity in counting the failures of the PDP-Congress coalition Government.The Congress has simply to influence people by counting the development works that were completed during its three-year rule.Yes,it has a number of projects of which it can speak about in volumes.For the BJP and the Panthers Party the issues pertaining to the Jammu region will receive importance.Both will rake up the issue of regional discrimination.The two factions of the BSP will talk of better deal for the Dalits and the backward classes.From my personal experience only Dr Farooq Abdullah will not need the help of speech writers.If by chance some one from the party prepares a nice and heart moving speech for him the dynamic Abdullah will not stick to the written speech.Instead he would prefer giving vent to his repressed feelings and to his emotions.He knows it well that it is not the content of the speeches but the manner in which the leader expresses his emotions.He may not hesitate singing a song or shedding a tear or two.Against this Mufti Sayeed will stick to the copy of the speech writers.Yes,he does divulge his feelings to the speech writer then he reherses the written statement which he conveyes to the people with ease.
Prof. Bhm Singh and Harsh Dev Singh do not require the services of speech writers.They can speak extempore on any subject or issue under the sky.Since the state unit of the BJP does not have top class orators they will need the services of speech writers but most of the senior BJP leaders usually forget to convey to people what the speech writers had intended in their copies.Hence people in the rallies wold be fed wioth diverse ideas and slogans.The inherent contradiction and diversity in the pre-poll promises make it difficult for the voters to make the right choice.But speech alone does not win votes.What then ?Money and muscle power,caste consideration,ethnic proximity do matter |
