Governor touches Jammu by power, water

Allowing the prevailing political sensitivities to heal up at their own, the Governor NN Vohra today attempted to address two issues which concern every Jammuite –power and water.
Taking the style of on-spot assessment from where his political predecessor Ghulam Nabi Azad had left, the Governor today visited the Gladni Grid station and Sitlee power plant to review the progress on these projects even as he sanctioned funds for augmenting water supply in Jammu city and its adjoining areas.
Before leaving the summer capital for Srinagar this afternoon, the Governor visited the Grid Station at Gladni and undertook an on-the-spot review of the serious power failure situation arising out of the breakdown of the "mother" grid station.
Accompanied by his Principal Secretary, Mr. B.B. Vyas, Divisional Commissioner, Jammu, Mr. Sudanshu Pandey, and Inspector General of Police, Jammu Range, Mr. K. Rajendra, the Governor had discussions with Commissioner/Secretary, Power Development Department, Mr. Sandeep Nayak, and various concerned senior technical officers of the Power Development Department.
The Governor expressed deep concern over the extreme hardship being caused to the public in Jammu, Rajouri and Poonch because of the grid failure. Besides the immediate transfer of technical staff, the Governor asked Mr. Nayak to follow up the replacement of the transformers on a day to day basis and keep him informed of the position every evening. The burnt out transformer, the Governor was informed, has already reached the Bharat Heavy Electricals Limited (BHEL) workshop at Jhansi and repairs have commenced.
Vohra observed that he will be personally speaking to the Chairman and Managing Director of BHEL today to request him to expedite the repairs of transformer on the highest priority basis.
Meanwhile, the Governor desired the Commissioner/Secretary, PDD, to urgently pursue all other possibilities of securing transformer units from neighbouring States or from the original suppliers. Mr. Vohra wanted daily reports on the progress on all fronts and would be holding a more detailed review meeting in Srinagar with regard to the functioning of the Power Development Department.
Earlier in the morning, Vohra visited the Sitlee Phase-II Water Supply Project near here and expressed dissatisfaction over the slow pace of progress on its intake Unit-III and 5.4 MGD Filtration Plant.
Accompanied by his Principal Secretary, Mr. B.B. Vyas, Divisional Commissioner, Jammu, Mr. Sudanshu Pandey and Inspector General of Police, Jammu Range, Mr. K. Rajendra, the Governor took stock of the reasons for the slippage in the time schedule for the execution of the works with the Chief Engineer, PHE and senior technical-officers of the project. He observed that he will hold discussions with the Principal Secretary, Public Health Engineering, Managing Director, Jammu and Kashmir Project Construction Corporation and Chief Executive Officer of Economic Reconstruction Agency and other technical officers of the Ground Water Commission in Srinagar tomorrow to get the work expedited. "Delays in completion of the projects will not be allowed, as this causes serious inconvenience to the people", he observed.
The Governor directed Divisional Commissioner, Jammu to personally monitor the status of the project on day to day basis and keep him informed of the progress achieved. Expressing his anguish over the delay in the execution of the counter-guarantee with regard to Rs 3 crore loan from Economic Reconstruction Agency, he directed Commissioner/Secretary Finance to ensure proper flow of required finances to ensure against further delay in the execution of this important project.
On completion, the Sitlee II Water Supply Project will augment the water supply to the entire whole Old Jammu City as well as a major portion, which falls upstream of B.C. Road, besides stabilizing the existing water supply of the Jammu city. The project is likely to cost over Rs 35.26 crores.
