Who is right ?Babu Singh,a former Power Minister or Haryana Chief Minister,Bhupinder Singh Hooda.Events that took shape on the power front during the last six days indicate that Hooda is right and Babu Singh was wrong.A fortnight ago Babu Singh,while painting a grim picture on the power supply position from the Gladini grid station, had stated that at least it would take three months for the restoration of electricity supply.He had two reasons.First he said it would take several weeks for the damaged transformer to get repaired.Secondly,he had stated that since the transformers,required at the Gladinin grid station,were not availabale in the market on demand several weeks were needed for the firm to manufacture one transformer.And he was proved wrong by none other than the Haryana Chief Minister,Hooda,who,on the request of former Kashmir Chief Minister,Ghulam Nabi Azad,placed and order with a Mumbai based firm,BHEL, for the transformer.Within three days the BHEL agreed to supply the machine to the Haryana Government.
This has proved that either Babu Singh had no knowledge about the transformers or he was misled by the PDD engineers for reasons best known to them.Babu Singh has been a minister for a couple of years and he is intelligent enough to understand the intricacies of some problem.Possibly he did not utilise his talent on home work which could have helped him to seek proper guidance from the engineers.Since Babu Singh did not make the statement on the Gladini crisis on the floor of the House there is no law under which he could be tried for misleading people.However,Ghulam Nabi Azad has performed what Babu Singh should have done by way of persuading Haryana Government to give on loan one transformer.But it took Azad over a fortnight to hit the jackpot and that too when he has lost power.When in power the idea of approaching Delhi and Haryana Governments did not strike him.It could not have because he was upset over two developments.One was his wife,Shamim Dev,was not well and had gone to Mumbai for treatment.Secondly,the PDP pullout from the Government had reduced the Azad led Government to a minority and he was engaged in proving his majority on the floor of the House.He felt upset and dismayed when he decided to resign.
Possibly he felt awakened from the fall of his Government.It sharpened his intellect.He hit upon a short cut which proved successful.The damage to the transformers Azad,feels was the result of some sabotage.As such it is necessary for him to unravel the mystery behind the sabotage so that people know who were the main culprits behind the damage which had caused innumerable sufferings to several lakh of people in Jammu,Poonch and Rajouri for about a month.After the installation of the transformer at the Gladinini grid station the concerned authorities in the PDP,besides the Governor,N.N.Vohra,and the Power commissioner,should devise a strategy which could ensure proper oiling of the transformers not only at Gladini but at other grid and sub grid stations.Proper oiling of small transformers,installed in various localities in Jammu,too is required.Engineers have found that in the absence of timely oiling of the transformers the risk of damage goes high.
Field reports have revealed that either the oil is not made available to the PDD officials or whenever it is made available the concerned officials sell the major portion of the oil in the market by using a few drops for oiling the transformers.In addition to this sufficient funds need to be provided to the PDD for carrying out regular maintenance of transformers and the supply lines.Another important step required was in the direction of enforcement of austerity measures.owners of shopping centres,malls,and other business establishments are seen indulging in wasteful use of electricity by switching on high voltage bulbs and other gadgets.This could ensure reduction in load.
