Disturbing trends emerging in J-K call for new counter insurgency plan

Highly disturbing trends are emerging in the already troubled Jammu and Kashmir following series of attacks launched by militants against civilians and security forces in various parts of the state during the last four days.In these attacks 15 security personnel,including 11 soldiers and one Major,were killed and more than 50 wounded.Militants after having regrouped have attacked with guns and grenades at their sweet will whether it was at Banihal,Narbal in Srinagar,Doodoo Basantgarh and Rajouri.These attacks have belied the claim of the Government and other security agencies that the Hizbul Mujahideen cadre had been eliminated completely.Even after the elimination of over 20 of its field commanders during the last over eight months Hizbul Mujahideen activists seem to have risen from the ashes and have succeeded in striking against the security forces with venom.
If proof is required for substantiating rise of Hizbul Mujahideen from the grave the Narbal incident where Hizb activists carried out a powerful IED blast at a time when the Army convoy was on the move in which about 10 soldiers were killed and 38 were wounded seven of them critically on Saturday is clear testimony..This sordid incident was preceded by the bomb explosion in Banihal town in which more than 35 civilians and security personel were injured and the rebel attack on VDC members at Basntgarh in which one VDC member was killed.It was followed by a major intrusion bid in Rajouri border sector.A group of militants had sneaked into the Indian territory from across the border and had taken shelter in a house.When the troops and the police cordoned off the village they came under heavy fire in which one Army officer of the rank of Major and one police official were killed.The infiltrators lobbed a grenade which exploded with a bang thereby enabling them to escape the cordon.
Intelligence inputs have revealed that the Indian border guards deployed on the LOC and the International Border were under great stress following repeated bids by infiltrators to cross into Jammu and Kashmir.Police sources confirmed that the level of ingress from acorss the border had increased during the last three weeks despite the fact that the troops foiled as many as 10 infiltration bids in Rajouri,Poonch,Kupwara,Keran and Tangdhar during the same period.
Another disturbing trend emerging in the state is the way strings of militancy are now in the hands of the Talibans operating in Pakistan and occupied Kashmir where the civilian regime has been witnessing their activities as a helpless spectator because the Paksiatni troops,guarding the LOC,have yet to abide by the Government instructions on stopping crossborder terrorism.In fact the establishment in Islamabad is worried over the developments on the Pak-Afghan border where recently the Pakistani Army launched a massive operation for flushing out the Talibans.Howver,not much success has been achieved so far.Inputs from intelligence agencies reveal that the level of militancy related violence may further increase with the Assembly poll date drawing near.It is in this context that both the Union Home Ministry and the top brass of the security agencies have begun devising a new strategy for meeting bigger challenges in the near future.
