‘Fake’ voters being added to Jammu's electoral roll
ID cards being issued on JMC election voter list

Thousands of voters from other constituencies, including migrants from Kashmir, and people from other districts of this division who have built their houses here are being added to the electoral rolls for the three Assembly segments of Jammu city as the staff appointed for collecting door to door applications for issuing election identity cards are using the voter list prepared at the time of local body elections.
The outsiders including migrants from Kashmir were given voting rights at the time of local bodies’ elections for having their houses in the Jammu municipal limits. Though the extension of voting rights to outsiders living temporarily here had drawn flakes from opposition, government at that time went ahead with idea pleading that every person having his house in Municipal Limits have the right to get the basic amenities to be provided by the gross root level democratic institutions.
Following this decision, special lists were prepared were every person irrespective o their origin and having his house in the municipal limits were given right to vote to elect ward members.
However, the right for voting was limited only to the local body's elections, with special reference to the migrant voters for whom every time during elections, the Election Commission sets up special polling stations to enable them to cast their votes for their respective constituencies back at home in the Valley.
Similarly, a major chunk of population from districts of Jammu division who has built there houses here were also enlisted as voters for Local Bodies elections.
Interestingly, as the Election Commission has speeded up the process of issuing Election Identity cards, the staff deployed for the purpose is taking the help of the Local Bodies' voter lists to approach the voters.
Observers believe that the inclusion of the voters from outside would severely undermine the crucial democratic exercise in the winter capital as it would increase the chances of misuse of votes.
