Jammu | July 21
From the last over five decades, the state of Jammu and Kashmir is being shielded by Article 370 which ensures that none from the other parts of country will be able to take control over resources here. There may be some other reasons as well behind this Article, but recently it has been witnessed that a large group of outsiders mainly from states like Bihar and Punjab weakened the impact of article 370.
The most recent example is the electoral roles wherein outsiders have managed to include their names and very shortly they ‘will get electoral photo identity cards (EPIC’s) which will pave way for their residential status here.
It’s a million dollar question as to how and who included the name of such people in the electoral rolls despite the fact that they are residing temporarily here and are not the permanent residents of this state.
According to a highly placed sources, some of the politicians in order strengthen their vote banks in their respective areas have ensured the inclusion of such people among the genuine voters and soon they will be given with EPICs as well.
This is to mention at the time of inclusion of the names in electoral rolls, residents proof were not collected by the designated officials, which further helped the outsiders to get their names included in electoral rolls.
The booth level officers (BLOs) and others have been designated with the job to go to every house hold and complete the formalities for EPICs. But again, the job is being done casually and in supportive matter for non-state subjects.
Recently, Peoples’ Democratic Party (PDP) and others had created a stir in Kashmir region again land transfer to Shri Amarnath Shrine Board (SASB) on the pretext of article 370 and managed to get the transfer order revoked. But, seriously why they are silent over this episode? One can easily conclude that since this matter is pertaining only to Jammu region so they are silent over it and the whole responsibility in this regard lies over the shoulders of the Jammu leaders.
If to talk about the leaders of major political parties of Jammu, it can be said that they do not want to disturb their repective vote banks, as they are the beneficiaries under it. So, the one lies on the leaders of those parties which all yet to gain their hold in region.
This is to mention that the EPICs will be considered as multi-purpose identity cards for various purposes and from it, they holders be to gain the various benefits which are only meant for permanent residents of this state.
The problem is of great significance to the state, as thousands of people from other states are residing here and can affect the voting pattern in many constituencies in the region hence, disturbing the popular choice of permanent residents. Recently, chief Electoral Officer, B.R. Sharma held several round of meetings with the district electoral officers and other lower rung officials in the wake of forthcoming assembly elections. Even, cells have been established to book complaints in this regard.
But so far, negligible number of complaints have been received in this regard but, more importantly what BLOs are doing, as they are assigned with the task to carried out ground work in this regard and so far they not pointed out nay such matter before the authorities.
