| SHRC asks govt to book two doctors for 'negligence' | | | Early Times Reporter Srinagar | July 24 The Jammu and Kashmir State Human Rights Commission (SHRC) has asked the government to register a case of negligence against two doctors for causing death of a woman after surgery at a private hospital last year. SHRC Acting Chairperson H U Bhat, while disposing off the petition filed by one Kabir Wani, said the two doctors were guilty of negligence which resulted in the death of Wani's daughter, Rafiqa, a spokesman of the Commission said today. The ruling came after Director General of Police in his report had indicted doctors -- the then head of the department, surgery, at a government hospital Dr Ghulam Hassan Bhat and Dr Hilal Ahmad. "Dr Ghulam Hassan Bhat being head of the department of surgical unit at SMHS hospital had motivated Rafiqa for surgery in the private nursing home (at Pulwama) while such an operation could have been conducted at the government hospital." "The report reveals that the lady has died due to negligence and carelessness of doctors," the DGP said in his report to the Commission. The SHRC recommended that criminal proceedings be initiated against the doctors while suitable action may also be taken against the management of the private nursing home if it was not established and maintained within medical parameters. The commission also recommended that Rs one lakh be recovered from the "erring" doctors and given to the next of the kin of the deceased. |
