| PDP leader smells rat in transfers | | | Early Times Reporter Srinagar | July 24 Senior Peoples Democratic Party (PDP) leader Tariq Hameed Karra has said a perception has started gaining ground that through some recent administrative reshuffles, the local officers were marginalized by shifting them to insignificant positions. In a statement issued here today, Karra said in the absence of any political link between the Government and the people, marginalization of local officers in the higher echelons of the administration would further widen the gulf between the Government and the masses. "Such a detested administrative scenario would not only brew resentment among the local officers, but could also add to people's alienation and disquiet," he said and added that the Governor N N Vohra, who is gifted with tremendous administrative expertise, must, through demonstrative action, dispel such hazardous apprehensions. Expressing dismay over the reports that some Government functionaries have even now started browbeating the media, especially in the Kashmir valley, Karra said unfortunately, it has been noted in the past as well, that during the Governor's rule in the State, a particular section of the bureaucracy starts functioning as a super-authority by acting out-of-turn on the sensitive issues and institutions of the State. "Such actions of these officers have led to unpleasant situations in the past and if kept unchecked, they could repeat their follies with similar repulsive results," he said. Karra said in the run-up to the assembly elections, such unwarranted actions are only going to complicate the situation and make matters shoddier for the Government. "We must keep in mind that the State is passing through a very critical and susceptible phase and any impulsive action by any quarter, within or outside the Government, could lead to inconceivable consequences," he said and added that the Governor should ensure that no officer is allowed to cross the limits of his delegated functioning and try to meddle in the affairs that are beyond his domain. "I have, in the past as well, questioned the partisan role of certain quarters in the civil and police administration, whose premeditated biased actions, unfortunately, seem to have escalated with vengeance of late," Karra said and called for immediate check on the questionable actions of these elements, who otherwise could cause great harm to the existing fragile political scenario. Karra said a delegation of senior PDP leaders is going to meet the State Governor shortly and would bring to his notice the specific instances of the dubious functioning of some government functionaries. |
