State Vigilance Organization today produced challan against four executive engineers of R&B division Qazigund and several others for misusing their official position in regularizing 68 daily wagers, 18 of whom were non existent, thereby causing wrongful loss of RS.37 lakhs to the state exchequer.
Those challaned in the court of Special Judge Anticorruption Kashmir included Shamus Din Koka, Ghulam Nabi Bhat, Jalal Din Sofi, Mohammed Shafi Chicken all former Executive Engineers of R&B Division Qazigund, Ghulam Mohammed Mir, Ghulam Hassan Pandit, former Accounts Officers, Ghulam Mohi-u-din, Ghulam Mohammed. Bhat former AAOs, Abdul Salam Dar, Mohammed Yousuf Wani, Junior Assistants and Sonaullaha Malik, Cashier R&B Division Qazigund.
To look into the allegations of illegal engagement/ regularization of daily wagers in the division, a case FIR No.12/2003 P/S VOK was registered following a joint surprise check by SVO in 2003. In the course of investigation evidence came on record which prima-facie established that all four Executive Engineers mentioned above who had remained posted in the Division from time to time entered into a criminal conspiracy with other officials and willfully and knowingly prepared and recommended the engagement without verification of records and regularized 68 daily-wagers in violation of SRO-64 of 1994, 18 of whom were found non-existent. These daily-wagers were regularized on a pick and choose basis, in an arbitrary manner, by misuse of official position, by the accused officials. An amount of Rs.37 lakhs was drawn as wages against these illegally appointed / regularized daily-wagers, the investigation revealed.
After accord of sanction for prosecution by the Government the challan was produced in the court of law today.
