| Discrimination against Jammu region unabated | | | | The present unrest and turmoil throughout Jammu region is the cumulative effect of continuous neglect of and discrimination against Jammu region in all the fields. Although the present agitation throughout Jammu region is on the issue of revocation of earlier government order of allotting some land to SASB for creating facilities for Amarnath pilgrims, under pressure from Kashmiri separatists and fundamentalists, this is perceived here still another act of ignoring the sentiments and psyche of Jammu people. The issue of cancellation of land allotment is only a symptom, but the root cause of the malady is perpetual discriminations against Jammu. The unrest in Jammu region as a result of feeling of deprivation and neglect was as sharp under the Congress led coalition government, headed by Ghulam Nabi Azad, who belongs to the region, as it was during the first three years of coalition government led by Mufti Mohammad Sayeed of PDP as well as during the earlier six years of NC rule from 1996 to 2002. In fact this unrest and feeling of deprivations and injustices with the region is 60 years old phenomenon. The frustration of Jammuities with the out going ruling dispensation, led by Ghulam Nabi Azad was more pronounced on account of the people having pinned high hopes with the Congress led government, particularly the one headed by Ghulam Nabi Azad, who had played Jammu card in the 2002 assembly elections, projecting Ghulam Nabi Azad, a politician belonging to Jammu to be the Chief Minister of the State for the first time. But these hopes of the people of Jammu to get rid of the injustices and discriminations against it in all the fields stood belied with the people at large feeling that they had been taken for ride by the Congress and particularly its leader in the state Ghulam Nabi Azad as well as the central leadership of the party. The first shock that the people of Jammu received after 2002 elections, wherein NC was defeated and ousted from power, although it still continued to be the largest single party in the state assembly, when playing the Kashmir card Mehbooba Mufti succeeded in prevailing upon the central leadership of the Congress for Mufti Mohammad Sayeed of PDP heading the coalition government for first three year, although the strength of PDP in the state assembly was less by five than the Congress and more so while Congress had won 15 seats from Jammu region alone, PDP had drawn blank from the region. However, the people here continued to be hoping against hope and living in wiling suspension of disbelief that with the Congress leading the coalition government headed by a leader from Jammu for the first time in the 60 years history of democratic rule in the state, the region will get fair deal and will no more be discriminated against. However all these hopes and expectations of the people dashed to the ground, with their continuous neglect and being discriminated against. The distorted implementation of Wazir Commission recommendations for three more districts in Jammu and only one more in Kashmir valley, aimed at rectifying the past imbalance, by Azad announcing creation of four more districts each in both the regions, which practically only favoured the Kashmir division, went to convince the people that discrimination against them is going to continue even in the Congress led government headed by a politician belonging to Jammu region. The government's failure to appoint fresh delimitation commission, to earmark assembly constituencies rationally following the set norms, is another cause of disappointment among the people of Jammu. Similarly in allocation of funds and more so in its actual spending, Jammu continues to be subjected to discrimination. |
