Rajouri-Darhal-Parori road project incomplete even after lapse of deadline

RAJOURI, June 18: The much ambitious Rajouri-Darhal-Parori road project, which is being executed under Pradhan Mantri Gram Sadak Yojna (PMGSY), is still incomplete even after lapse of its deadline, exposing the poor, dismal performance of the PMGSY Department in Rajouri district.
Sources told Early Times that thousands of the people have been facing huge hardships due to non-completion of the Rajouri-Darhal-Parori road as this is the only route where people living adjoining areas have to take this road for commuting on daily basis but due to dilapidated condition of the road from Rajouri to Darhal and thereafter upto Prori have made difficult for them to move from one place to other and making it non motor able.
Earlier the road was under PWD (R&B), which didn’t take attention toward the poor condition of road but after the local people raised their voices on various platforms then that the road from Kassian to Darhal and from Darhal to Prori was included in the PMGSY upgradation programme, they said.
“Many accidents were taken place on this stretch due to dilapidated condition of the road yet the concerned department seems least bothered to redress the issue on prompt mode, which can be gauged from the that the project has to be completed within 25 months (i.e. early this year) but even the end of this deadline, only 20-30% work has been done till date,” said Zahid Sarfraz Malik General Secretary JKPC Vichar Vibhag.
They further said that the firm which was given the contract for the execution of work, further sublet the many parts of this project to non-professional contactors, which was also another reason that the project continue to be delayed.
“M/S TBA Infrastructure Pvt Ltd being the successful bidder was allotted work of the road on 19-12-2017 and the time period for completion of the project was 25 months but company adopted snail pace due to which the work could not meet the deadline.
Although unwarranted delay on the part of Construction Company was informed to the concerned department many a times but except empty assurances nothing was done,” informed Zahid Malik, adding that such construction companies should be blacklisted for their lacklustre attitude.
They added that due to digging on the road by the executing agency it is impossible for the people to travel and even the local transporters sometimes refused to ply their vehicles on this road adding more and more suffering to the people of the area.
The locals including Karamat Malik, Quyoom Malik, Aflad Hussain, Zaheer Abass accused the department for not taking action against the contractor for making delay in the project.
They alleged that there is nexus between contractors and the officials of PMGSY due to which project is not completed and next time the project is again retendered with cost escalation.
Concerned Executive Engineer PMGSY Mahmood Ahmed, when contacted in this connection, failed to give a satisfactory reply on the delay in completion of the project. He said that he can only serve the notice to the concerned firm for delay and as far as the action is concerned only higher authorities can do that. “We are trying our level best to complete the project at the earliest but there are some land issues in the project, which are creating hurdles in its completion,” he said.
On being asked about the subletting of the project by the firm, he said that they can’t do anything about it.
