Jammu’s College lecturers to be engaged on academic arrangement basis, leave to fend for themselves
Kashmiri counterparts secured stay on engagements, while Jammuites to get emoluments on per lecture basis

JAMMU, June 18: With no letup in discrimination with Jammu and Jammuites, in a new turn of events the College lecturers likely to be engaged on Academic-arrangement basis for the new session are expected to get minimum emoluments that too on per lecture basis, while their Kashmir counterparts have already got their engagements stayed as per court orders.
Sources informed Early Times that over six hundred lecturers engaged on academic arrangement basis in the colleges of Kashmir valley, have secured stay from Court and they would be getting monthly emoluments as per previous arrangements that was 22,000 to Teaching Assistant and 27000 to Lecturer. Moreover as per new notification issued by the Union Territory of Ladakh, those who would be engaged in the colleges of Ladakh would be getting over Rs. 55,000 for a Lecturer while nearly 50,000 for Teaching Assistant.
Now when it comes to the College lecturers as well as Teaching Assistants to be engaged in the Jammu based colleges, they are to be engaged as per a new order issued by the Higher Education Department.
“The Jammu based lecturers would be engaged as per the new order according to which those engaged on Academic Arrangement basis in Jammu based colleges would be paid on the basis of lectures they would take”, a contractual faculty said, adding that earlier they were getting fixed monthly emoluments but after the implementation of new order, they would be getting meager amount.
The lecturers further said that the department has fixed Rs 500 per lecture of one hour and has also fixed a maximum cap on the payment of emoluments. “Earlier we were getting the payment for the weekly holidays as well as gazetted and other holidays but after the implementation of the new order, no such amount would be paid and the department has turned us into daily wage earners”, the college lecturers said.
They also informed that the Cluster University of Jammu as well as Jammu University has decided to give extension to already engaged contractual faculty in their varsities but same order was not issued by Higher Education department, pushing them at margin.
The contractual faculty also claimed that the Jammu based contractual faculty would have to face double discrimination. “In Kashmir colleges over 600 posts are already reserved for those, who have secured stay from court and Higher Education department has also failed to get the stay vacated. Many qualified youth from Kashmir province will apply for contractual jobs in Jammu based colleges and would also encroach upon posts in Jammu colleges”, the college faculty said, adding that on one hand the Supreme Court had also ordered for equal work equal pay but Jammu based contractual faculty have been forced to accept peanuts.
The Union Territory of Ladakh as well as Jammu and Kashmir comes under direct control of Union government but there are disparities in context of payment for contractual faculties, which need to be rectified and discrimination with Jammuites should stop.
