The State Wildlife Department has formulated a comprehensive management plan for handling of man–wild animal conflicts involving infrastructural strengthening, awareness campaign and better communication. The Plan had been submitted to the Union Ministry of Environment and Forests and State Planning Department for financial assistance. In the meanwhile, necessary equipments and facilities for trapping, tranquilizing, rescue, relocation and rehabilitation of wild animals are being provided out of the centrally sponsored scheme for development of national parks and sanctuaries and under the State Plan budget.
Chief Wildlife Warden (CWW) A. K. Srivastava has stated that the Department has taken several measures to meet the challenge of man-wild animal conflicts which has assumed alarming proportion due to rapid changes in land use pattern, shrinkage of habit coupled with global warming and climatic changes.
Srivastava said that a project proposal for undertaking the survey of leopard and black bear has been submitted to the Ministry of Environment & Forests. He said 'Do's and Don'ts for people have been issued for preventing man-wildlife conflicts.
The CWW said that a Memorandum of Understanding has been signed in July, 2007 with the Wildlife SOS, a voluntary organization having a good experience in rescue and rehabilitation of black bears for the purpose of census and survey and rescue and rehabilitation of leopards and black bears. They are working jointly with the Wildlife Protection Department for rescue, relocation and after-care of the wild animals causing conflicts with human beings. The said organization has released two reports on Human-Leopard Conflict and Human-Black Bear Conflict. The reports are being examined for further follow up action, he said.
Giving details about the incident of man-wild animal conflicts in J&K during the last two years, the CWW said that about 58 people are reported to have been killed in the state in attacks by leopard and black bear, apart from 325 cases of human mauling especially by the black bear. He said nine persons in Zainagir have been paid ex-gratia relief.
