J&K Administration in controversy over Scholarships to Children of Killed Terrorists
6/25/2020 11:19:08 PM
EArly Times Report

Jammu, June 25: Jammu and Kashmir Administration led by Lieutenant Governor Girish Chandra Murmu has faced criticism over the Government’s decision of providing a scholarship to the children of terrorists killed in an encounter with security forces. Controversy erupted when Lieutenant Governor Girish Chandra Murmu launched 27 online services as part of Government to Citizen (G2C) online outreach program aimed at speeding up public delivery mechanisms through minimal human intervention, besides ensuring efficiency, transparency, and reliability of such services.
In the 27 E-services listed online, Scholarship to the Orphans of Killed Militants listed under the social welfare category on the official website of Jammu and Kashmir Government (jk.gov.in) has sparked the controversy with various parties and organizations coming openly to criticize the move of J&K Government.
Against the Government’s decision, National Panther’s Party led by its Chairman Harsh dev Singh staged a protest and burnt the effigy of the Government. Lashing out at UT and Centre Government, Harsh Dev Singh said that the BJP government has been taking such decisions for the appeasement of terrorists and in past as well such decisions including surrender policy for terrorists were take. He demanded that this decision needs to be taken back as they are against the sentiments of nationalist people.
Akhil Bhartiya Vidyarthi Parishad (ABVP) Jammu and Kashmir wing submitted a memorandum to Lieutenant Governor of Jammu and Kashmir and demanded the rollback of the decision of providing a scholarship to the children of killed terrorists. “This policy was started by the government in 2008. The government should review the policy once a year. This policy hurts the sentiment of the Nationalist youth of the country. However there is no scholarship for orphans of those police and army personnel killed by terrorists,” ABVP State Secretary Mukesh Manhas said.
Protests were staged by Rashtriya Bajrang Dal in Jammu on Wednesday against the policy. Raising slogans against the Modi government and the J&K administration, the protesters alleged that the government was appeasing terrorists and their families.
“Government must give scholarships to children of soldiers who have laid down their lives for the nation. But J&K government is giving scholarships to children of terrorists. This can’t be tolerated. We demand that the policy to grant scholarships to children of killed terrorists be scrapped,” said Rakesh Bajrangi, President, J&K Unit of Rashtriya Bajrang Dal.
Echoing his sentiments, youth activist from Dogra Front, Abhishek Gupta, told India Today TV that people will be forced to launch an agitation if this policy isn’t scrapped.
“This policy is highly condemnable and deplorable. How can the government give scholarships to children of terrorists? Terrorism can’t be eradicated by educating children of terrorists. We won’t tolerate this scheme. It may be existing for more than a decade, but now it must be scrapped,” said Abhishek Gupta.
Social Activist Navneet Kour too opposed the policy and urged the government to abolish it. “This scholarship scheme for terrorists’ children is an insult to our Armed Forces. Terrorists are killed when they carry out attacks on our security forces. Terrorists don’t pick up arms due to poverty, they indulge in terror acts as they don’t believe in the idea of India and our democracy. Terrorism can’t be a criteria for getting financial help or scholarship”, said Navneet Kour.
The scholarship scheme for children of killed militants have existed in J&K for more than a decade. The issue has now created controversy as the scheme has been made available online.
Meanwhile, following the outcry over the scholarship scheme, DIPR has deleted the tweet which announced that the scheme would be made available online. However, there is no word yet from the government on whether this policy will be discontinued.
