To diffuse the current volatile situation prevailing in Jammu, which has already caused tragic loss of life, massive destruction of property and acute inconvenience to common citizens of both the regions, Dr. Karan Singh former J&K Governor and Union Minister has suggested five point formula that could help restore the peace and tranquility in this crucial and sensitive border state. In a statement issued today from New Delhi, Singh has said that ‘most unfortunate controversy regarding the Shri Amarnath Shrine Board has now dragged on for several weeks and the situation is repeatedly deteriorating and unless urgent measures are not taken to bring about an amicable solution, the whole matter may well spin out of control’. Saying that he has been anxiously following the developments, Dr. Singh maintained that ‘the five point formula being suggested by him is not of any party adding that he has been associated with this sacred Yatra for six decades and is still the Chairman –Trustee of the Mahadev Gir Dashnami Akhara Trust’. To resolve the current impasse and restoring normalcy in the entire state, Dr, Singh has suggested removal of N N Vohra and appointment of J J Singh, presently the Governor of Arunachal Pradesh, in his place. Apart from this, former Chief Justice A S Anand, who belongs to Jammu and Kashmir, should be appointed as Chairman of the SASB while the reconstituted Board shall have members from the Hindu community in Jammu and Kashmir including Kashmiri Pandits. The former state Governor said that unfortunately the arrival of Governor N N Vohra has marked the beginning of the second phase of serious unrest, this time in Jammu, which is showing no signs of abetting. ‘He said that he has high personal regard for Vohra, but under the circumstances I suggest that he should be considered for some other state where his administrative experience and skills could be fully utilized. Referring to land earlier allotted to the Shrine Board, he said while the land would continue to remain with the forest department, the same should be leased out on a temporary basis to the Board for the Yatra period and the state government should work out and announce a time bound program for construction of adequate facilities for the pilgrims including shelters, coking, sanitary and other arrangements. All these arrangements should preferably be completed before the Yatra begins next year and the Yatra should be of two months duration commencing from July 1 to August 31 in view of tremendous increase in the number of yatries. During this period, the entire management of the pilgrim facilities as well as arrangements for the Puja in the holy cave should be given to the Shrine Board. The statement further said that the victims of police firing both in Jammu and Kashmir during the agitation be paid suitable compensation and blockade of National Highway should be lifted immediately in the larger interests of the nation and its security. Singh in his statement has appealed to the people of the state to defuse the situation and not allow it to escalate further adding that he was acutely aware of the very strong feelings that have emerged on this issue in both the regions. The fundamental problem needs to be looked into carefully and a national consensus arrived at, he said adding that this could be only done after the next round of national and state elections. Suggesting that the immediate imperative is to bring the law and order situation back to normal, Dr. Singh said that already tens of crores of rupees worth tourism, trade and property have been damaged in the state adding that ‘enough is enough’ and ‘we must now return to the path of peace, harmony and cooperation’ and hoped that his 5 point formula would expedite this process. |
