Land row: Centre prefers dither to decision

Whenever Pakistan insists on a dialogue for resolving the Kashmir issue India conveys to Islamabad that let there be first negotiations on trade and travel.When New Delhi tells Islamabad to open the channels of dialogue for resolving the Siachen glacier dispute Pakistan conveys to India the need for giving pace to the confidence building measures.The two sides keep on interacting through foreign secretaries and other high level teams.The two sides know there cannot be a solution to the Kashmir issue to the satisfaction of India,Pakistan and people of Jammu and Kashmir.Hence the two sides have preferred to buy peace by keeping the channels of dialogue open.
This is exactly what is happening in case of the land row.The Prime Minister convened an All Party meeting at his residence in New Delhi on Wednesday.He had invited Tom,Dick and Harry but not those who were connected with the land row in Jammu.Right from the day the land row assumed the shape of a peoples' movement the Amarnath Sangarsh Samiti has been guiding the agitation.Unfortunately not a single member or leader from the Samiti had been invited.Possibly the Prime Minister and his advisers had preferred to invite leaders from deep south who may not be knowing the contours of the ongoing agitation in Jammu.Speeches were delivered and suggestions were dished out by the participants in the All Party meeting.Various proposals were made,different ideas surfaced but the meeting could not adopt any definite stand on the land row.
Yes,it adopted a convenient procedure.A decision has been taken to send an all party delegation to Jammu for meeting leaders of the constituents of the Sangarsh Samiti and others who matter.For the centre there was no scope for adopting a definite policy on the land row because there was no room for pleasing all.A firm decision could have gladdned the heart of one side and enraged the other.Hence the centre preferred dither to decision.It was strange that before the arrival of members of all party delegation in Jammu Governor,N.N.Vohra announced constitution of a four-member committee comprising,G.D.Sharma,S.S.Bloeria,Amitabh Mattoo and B.B.Vyas,to negotiate with those who have been in the forefront of the month along agitation.Whether for the four-member committee or for the all Party degelation Leela Karan has set the agenda for talks in advance when he said the teams should resolve the land row and not attempt at derailing the current agitation.
Leave aside leaders,who are in the forefront of the agitation in Jammu,if you ask a slogan shouting woman or a youth what solution to the rwo can be possible you will get a crisp reply"restore land to the Shrine Board."The Sangarsh Samiti has already made its mind known when it did not get enthused or excited over the plan of the Governor to reconstitute the Shrine Board.It has not felt excited when eight members of the Board resigned.It wants land to be restored to the Board which could be followed by a fruitful discussion.It is against discussing weather.It wants the core issue to be debated.Is it possible ?Only the future events will determine.
