| Vohra to bank on three navratnas for improving governance | | | Gareeb Dass Jammu | Aug 8
Emperor Akbar had nine navratnas.Governor N.N.Vohra has now three navratnas,H.H.Tyabji,S.S.Bleoria and C.Phunsog.These three former bureaucrats have been appointed advisers to the Governor.Their job is to advise Vohra.Their task is to guide the Governor and not misguide him.Except of Phunsog,who usually wears a smile on his face,the other two advisers have been seen wearing a frown on their visage.Again Phunsog is a clean shaven bureaucrat but Bleoria has shown his love for trimmed beard and menacing moustache.When Tyabji takes over as adviser it will be seen whether he continues to be inarticulate,when he was the chief secretary,or has come out of his inhibitions. The central Government and Vohra deserve one credit.The selection of advisers has been fair to the extent that we have a Dogra,,a Ladakhi and muslim advisers to guide the Governor.People who have watched Tyabji,Bleoria and Phunsog working from close quarters say that none has as strong a wit and wisdom as Birbal had.Stories on Birbal's wit and wisdom have been compiled in books.One wishes to have a person like Birbal to guide the Governor which could defuse the crisis that has engulfed Jammu and Kashmir as a result of the land row. Anyway Bleoria,Tyabji and Phunsog have not been appointed as advisers for the purpose of defusing the crisis.Yes,as a member of the four-man team,constituted by Vohra for negotiating with Sangarsh Samiti leaders on the land row,Bleoria can play his role.But the Government order has not mentioned anything whether Bleoria will negotiate with Samiti leaders as adviser to the Governor or as member of the committee.Another issue that awaits clarification pertains to the change in the decision of Vohra.Vohra had,soon after taking over as Governor,decided not to have any advisers to him.Instead he delegated powers to the Chief secretary and the Administrative secretaries for running various activities of the Government.Did Vohra find this arrangement not fruitful ?Did Vohra opt for advisers on his own or under instructions from the centre ? Will Vohra withdraw powers that were delegated to the Chief secretary and the Administrative secretaries after the three advisers assume their duties ?These issues need to be clarified. Both Bleoria and Phunsog have shouldered responsibilities when rivers in the state had been set on fire as a result militancy related activities.Tayabji was the Chief secretary when there was total peace and harmony in Jammu and Kashmir.As such he needs to adopt new initiatives for reducing the level of problem of people.The appointment of advisers can be treated as a hint for postponement of the Assembly poll,due in October.Had it not been the case the Governor would have not opted for advisers for a period of three months.Yes,the existing situation,if not defused within a week or so,could call for postponement of the election.And possibly the Governor has started getting ready for it.Whatever may be the rationale behind the new decision the three adviers need to act fast and redress the grievances of people.At lest in the Jammu region the three advisers should pool their energies and resources for ensuring uninterrupted power supply.The power supply in the Jammu region has totally collapsed after the two transformers at the Gladini grid station were damaged.What is painful is frequent breakdown in the power supply system.It needs to be overhauled and advisers could render great services if they take in their hands measures for improving the supply system. |
