Alleges Aima building illegal mansion without building permission

JAMMU, July 31: JKNPP has sought a CBI enquiry to know the source of corruption of VC, CUJ for building an illegal mansion of allegedly worth Rs 5 crore on 36 marlas of Khad land without building permission.
Rajesh Padgotra, Provincial President of the JKNPP said it seems like Central University of Jammu (CUJ) has become epitome of corruption in J&K, adding that a VC, few years back when he was a Contractual professor in CUJ had taken a loan of Rs 6 lakh from SBI for renovation of his old house at Gandhi Nagar is now building a new mansion of minimum Rs 5 crore in posh Sainik Colony, according to current market and building cost.
He said that wish the country can know the secret of such money making process so that the same can be replicated among masses to make them self-reliant/capable of making their ends meet, who have been trying hard to even find meals twice a day, he said.
Padgotra further elaborated that the Vice Chancellor, CUJ Ashok Aima bought a land of 36 marlas on 19th July 2018 on his wife’s name through a person from whom university has taken hostel on rent and registry of 18.5 marlas land under Khasra no-658 after making the payments through cheque numbers of SBI and JK Banks: 356311 for Rs 7 lakh, 246499 for Rs 8 lakh, 433872 for Rs 2 lakh, 966500 and 850960 for Rs 12.75 lakh have already been done on his wife’s name and he has made a payment of 18 more marlas to owner but kept registry on hold when news of his illegal building came out in market. He said that the market value of land is Rs 7-9 lakh per marla which comes around Rs 2.1 crore and minimum construction cost is Rs 2800-3000 per square feet which comes around Rs 2.8 crore for his huge three story mansion and total cost of his project is Rs 4.8 crore approx. It is pertinent to mention here that Aima purchased the land on 19th July, 2018 which is evident from the sale deed dated 19th of July 2018 registered before the concerned Sub Registrar (Sub Judge) Jammu on 24th July, 2018 and on that day and even before the date of execution of sale deed that area was well within the jurisdiction of JMC, Jammu and Aima has mischievously suppressed the fact deliberately in registry in order to oust the jurisdiction of Municipality JMC in connivance with revenue officials.
He further said that the permission for construction of house has been categorically rejected by the JMC after receiving the report from ACR (Nazool) as the nature of the land on which illegal construction is carried on is ‘Ghair Mumkin Khad’ and the same fact can be verified from the record lying with the JMC. Moreover there is no NOC on record of JMC issued in favour of Aima’s wife for carrying out of illegal construction by any competent authority. However, Aima’s wife cooked up a false and concocted story of having depositing fees with BDO Satwari in order to make out case for herself.
Rajesh further said that the home loan is sanctioned only if building plan is approved by JMC but in his case, he managed to get home loan without building permission.VC took a loan of Rs 25 lakh from JK Bank for a building which has been declared as illegal structure by JMC in different notices served to him. This is another scam in JK bank after the latest scam of Hilal Rather, son of former finance minister in which loan of Rs 25 lakh was sanctioned and used by Prof Ashok Aima on his wife’s name by providing factually wrong or fake documents to bank.
He further questioned the government, how a Vice-Chancellor, who was contractual employee 5 year back can justify building a house of almost Rs 5 crore from his disclosed income in a same city and 5 kms from his existing house?
Rajesh demands immediate removal of VC Central University of Jammu and CBI enquiry to probe all teaching and non-teaching recruitment of his relatives in CUJ, purchases done during his tenure, projects managed by him at JU and CUJ, to check bills of material of his house and to probe his assets and source of income.
