Jammu, Aug 11: With the Governor assigning departments to his Advisors and both capital cities fuming in flames, signs of an early or even in time elections appear to be fast receding the way quick developments are taking place in Jammu and Kashmir. Political observers are of the opinion that Jammu and Kashmir was never on an edge that it is today and under such circumstances it is unthinkable to go for elections. If there were any possibilities of holding elections in time (October-November) the announcement for the same should be expected in next 15 to 20 days. “Even electoral rolls are not ready and officials have not been able to prepare the Elector Photo Identity Cards for which the extended last date was earlier July 27”, wondered an observer asking, how can one expect elections in time? Apprehensions of delaying elections, may be by six months, were caused last week when the Governor announced appointment of his Advisors. After taking over the roles and responsibilities of state government on July 10, the Governor had made it evident that he is too serious to have elections in time and therefore he decided against having any Advisors for this brief term. However, amidst the volatile political situation obtaining in the state, the Governor’s decision to have Advisors further fueled the speculations about near impossibility of holding elections in time even though many other indications were also there. To a firm system of governance in place, the Governor has today assigned departments to his Advisors. The distribution of departments is exactly the way as in the case of allocation of portfolios to the Ministers in a popular government. The only difference is that each Advisor is holding charge of six to eight departments and as many Administrative Secretaries are answerable to each Advisor. According to an official communiqué from the Raj Bhawan, H H Tyabji will look after the Departments of Agriculture Production, Floriculture, Co-operatives, Rural Development, Forests, Fisheries, Environment & Ecology, Animal/Sheep Husbandry, Industries and Commerce, Transport and Tourism. Dr Sudhir S Bloeria, who has already taken over, has been assigned the Departments of Home, Revenue & Relief, School Education, Higher & Technical Education, Culture, Social Welfare, Health & Medical Education, Law & Parliamentary Affairs, Elections, Housing & Urban Development and Consumer Affairs and Public Distribution Department. C Phunsog will look after the Departments of Finance, Public Enterprises, Planning and Development, Ladakh Affairs, Power Development, Public Works, PHE, Irrigation & Flood Control, Information Technology, Science & Technology, Labour and Employment, and ARI & Training Department. The business relating to the General Administration, Civil Aviation, Hospitality & Protocol, Estates and Information Departments shall be submitted to the Governor through the Chief Secretary. |
