| Gupta holds Congress responsible for subjugation of Jammu | | ‘Disputes Singhvi’s statement on delimitation of assembly constituencies’ | | Early Times Reporter

Holding the Congress responsible for subjugation of Jammu to that of Kashmir and other major problems confronting in this part of the country, the former Union Minister and a senior BJP leader Prof. Chaman Lal Gupta has disputed the statement of the Congress spokesman, Dr. Abishek Manu Singhvi that it was not the opportune time to have delimitation of assembly constituencies in Jammu and Kashmir.
Addressing media persons here today Prof. Gupta said that this was the “most opportune time” to have this exercise because the Governor is having all the Legislative powers and only under this dispensation the amendment in the State Constitution could be possible because otherwise no party in Jammu and Kashmir is going to have two-third majority to get amended the provision, mischievously incorporated by the erstwhile National Conference government in 2001, before the assembly elections of 2002, that there would be no delimitation of assembly constituencies in Jammu and Kashmir till 2026, whereas there is no such embargo in other states of the country and fresh delimitation have been there in the wake of 2001 census.
He alleged that to force political slavery upon Jammu, there has never been a fair delimitation of assembly constituencies in Jammu and Kashmir right from 1951.
The BJP leader pointed out that the number of electorates of Jammu is 30.60 lakhs whereas of those of Kashmir is 28.85 lakhs, and the geographical area of Jammu is about 27,000 sq kms and that of Kashmir valley is just about 16,000sq. kms but Jammu has been provided only 37 assembly and two Lok Sabha seats against this the valley has 46 assembly and three Lok Sabha seats.
‘With this political domination of Kashmir over Jammu’, he said all other problems of discrimination begin, so much so there is not a single field of life where the step-motherly treatment is not glaring and self speaking, and asserted that this was the ‘most appropriate time when not only the political domination of one region over the other could be removed but also proper distribution of assembly seats would solve many other difficulties coming in the way of closer ties of this state with the rest of India’.
Prof. Gupta also alleged that the Congress which has been operating under the banner and in collaboration with the National Conference for so many years of their remaining in power has also discriminated against Gujjars and Bakerwals, who after long struggle, were provided the status of Scheduled Tribe in 1991, when there was Governor’s Rule but the Congress and the National Conference are still depriving them of political reservation.
He asked the Congress leaders of Jammu to explain their position now on the delimitation of assembly constituencies in the state, especially when their Central leadership is openly denying the opportunity for have having the fair distribution of power to each region of this troubled state.
The current turmoil in Jammu region though is linked with the Shrine Board land transfer issue but the basic cause of the mass upsurge in Jammu is that of the accumulated anger because of the discrimination and step-motherly treatment of over past 60 years, he maintained. |
