Talk peace, Mean it

Right from the Prime Minister to the Governor appeals for peace and for maintaining communal amity in Jammu and Kshmir are being made day in and day out.Even those political leaders who incited people to resort to violence too register their presence by appealing to people to maintain peace.After having realised their mistake even the separatists have started urging people to demonstrate peacefully.They did it when more than 23 lives were lost within three days of violence in the valley.Amid growing regional dividethe valley centric leaders blame the Jammuites for having triggered turmoil and those in Jammu accuse Kashmiri leaders of adopting a communal approach to the land row.While the roar of allegations and counter allegations is quite audible politicians,even those who do not matter,keep on appealing for peace.Do they translate their appeals in action ? possibly not because the land row has facilitated those who had gone into political hibernation to stage a comeback.
The Prime had a couple of sessions with leaders of various political parties.The Union Home Minister has had a number of meetings with leaders from different politicl parties and those from Jammu nd Kashmir.Governor too has held meetings with those who matter and with those who do not matter.Indeas have been dished out.Suggestions were made by several political leaders.But the solution to the core issue has eluded those who are supposed to resolve the land row.Instead of wasting time on meetings with national leaders and those from Jammu and Kashmir the Government should have brought leaders from Jammu,especially those from the Sangarsh Samiti,and valley centric organisations to the negotiating table.It is needed because these two sides have to decide over the row.Once it is done people in the two regions will not complain of a thrust solution.
Both the state and the central Governments seem to be biding for time.They believe that delay in solving the crisis could tire people and in the process forget about the land row after the two-month long Amrnath pilgrimage ends tomorrow.If the current mood of people of the two regions and the leaders,who guide the movement,is any indication people may not easily give in.What then is the alternative ?If prominent citizens and scholars from the two regions are brought to the negotiating table the level of misgivings and apprehensions could be cleared.At least those from the valley need to be explained that mere allotment of land to the Shrine Board,without getting any land transferred or diverted,only for two months for setting up prefabricated tents for pilgrims.This exercise is not something new.The Board used to set up tents at any place,it selected,whether on the Pahalgam-cave or Baltal-cave route since 2000.Even before the constitution of the Board various private agencies besides those belonging to the Government used to set up tents and make available medicare,electricity and drinking water.Those from the valley need to be explained properly that the Board has not to carry out any other exercise except for setting up the tents and for making the Baltal-cave mountain route passable.
Valley centric leaders have made people in Kashmir sceptical about the use of Baltal-cave route for the pilgrimage when earlier it used to be only the Pahalgam-cave route being trekked by the pilgrims.Prominent citizens religious scholars need to be explained that pilgrims pferer Baltal route as it save two days.Pilgrims require three to four days for reaching the cave from Pahalgam wheres the same yatra from the Baltal route may take just one day.Both sides need to show the spirit of accommodation and adjustment.It would be against the basic principle of humanity if leaders from the valley continue to say that land could restored to the Board on their dead bodies.Such leaders have already gained some political mileage ahead of the election and there was no need for raking up issues that had the potential of cementing regional and communal divide.
