JAMMU, Sept 15:Recruited in the Department of Youth Services & Sports (DYSS) some 10 years back as a Physical Education Teacher (PET), ‘a blue eyed’ ineligible woman official has become a self-styled Director within a short span of her service. Astonishingly, those at the helm of affairs in DYSS and J&K Sports Council have connived with the official in conferring undue promotions and concessions to the lady official. Sources in the Sports Department divulge that Bilquise Mir, a player from Kashmir, who represented the erstwhile J&K State in Canoeing & Kayaking, got an employment in Department of Youth Services & Sports in Grade Pay 2400 under SRO 349 as a Physical Education Teacher (PET) for being an ‘Outstanding Sports Person’. However, since she did not hold basic qualification in Physical Education (B.PEd), her appointment was conditional and it was clearly mentioned that she must complete her B.PEd within next 5 years, failing which her appointment would be cancelled. Interestingly, she used her PR Skills, which she is known for and rather than completing her B.PEd, she got herself deputed in J&K Sports Council as Junior Coach in higher Grade Pay of 4200, even though she did not hold mandatory eligibility (Diploma from NIS) for appointment as a coach. “Suddenly, while working as coach (J&K Sports Council) in Water Sports at Srinagar, she again used her manipulative skills and managed to be referred as Incharge/Director of Water Sports, while no such formal order was ever issued in this regard,” said one of her colleagues, pleading not to be named. “It is strange that even the office of Secretary, J&K Sports Council and DG Sports J&K have started addressing her as Director Water Sports J&K,” he said, and further added “It seems that those at the helm of affairs are hand in glove.” “It is strange that an official who had no qualifications even to become a Physical Education Teacher, has clandestinely promoted herself as Director and the authorities are not only silent, but are endorsing herself for the illegal promotion,” said a retired officer of J&K Sports Council when approached for a comment. |
