Massive protests, strikes are going on in the country mainly in the Punjab Haryana and UP region because of the three farm bills (THE THREE SOWN SEEDS) that passed in the Rajya Sabha last week . Last week , Harsimrat Kaur Badal an MP of Shiromani Akali Dal (SAD) , one of the oldest allies of BJP ,resigned from the Modi cabinet in protest of the three bills .The three bills ( NOW LAWS ) that were passed are the Farmers Produce Trade and Commerce (Promotion And Facilitation) Bill , 2020 .The Farmers (Empowerement And Protection) Agreement Of Price Assurance And Farm Services Bill , 2020. The Essential Commodities (Ammendment) Bill 2020.
The Farmers Produce Trade And Commerce (Promotion And Facilitation) Bill , 2020 will allow barrier free intra–state , inter–state trade of their farm produce . Previously the farmers used to sell their farm produce to 7000 APMCs (AGRICULTURAL PRODUCE MARKETING COMMITTIEES)OR THE MANDIS. Each APMCs had licensed mediators who would buy farm produce from farmers and sell them to big retailers and traders for which they used to take commission from farmers . Now the scene has been recreated the farmers can eliminate mediators and directly sell their goods to traders directly.
Advantage of this bill is that Mediators can be eliminated , no commission from farmers ; all the profit will be given to them only. They can now set their prices and can generate more than normal income.. Barriers of geographical trade are being removed .Following are the reasons of protest to bill are Farmers are concerned that this will expose them to corporate who have more bargaining power and resources as compared to small farmers. More than 85 % of farmers in India are small farmers who have Less than 5 hectares of land and it will be difficult for them to negotiate directly with large scale buyers. Govt. should see that a farmer don’t face any problem in transportation and storage of his /her produce as geographical barriers are being removed.
Farmers (Empowerement And Protection) Agreement Of Price Assurance And Services Bill , 2020 . This law DEALS WITH “ CONTRACT FARMING ” and will allow farmers to come into agreements with large scale buyers, companies , agro– farms, exporters to produce a crop for a pre- decided price .This can be a good idea because farmers will pre decide prices with buyers and these prices can be higher than those they used to get earlier. Advantages of this bill are that Farmers will decide the profit for their produce themselves. Farmers will be in pre contract with the buyers so they need not to worry about selling their produce.
Now the question is why is hue and cry by opposition on this bill . Following are the reasons of protest related to bill are that Farmers most important concern is the removal of MSP (MINIMUM SELLING PRICE). Farmers are demanding that MSP should be a legal right of farmers. The Essential Commodities (Ammendment) Bill 2020 is the bill that deals with HOARDING. Earlier, these mediators, economic agents used to stock food articles freely without the fear of being prosecuted for hoarding an to stop this Essential Commodities Act in 1955 was brought. Now the govt. removed restrictions on stocking of food articles.
Advantages of this bill are Farmers will be able to stock food articles and sell them whenever needed. Following are the reasons of protest related to bill. Protestors are saying that this will increasing problem of price fluctuations and companies will buy good in large amount when prices are low and in next season farmers have to sell food crops at the rates given to them by the companies.
Now What government should do to deal these protests. There are many political parties and organizations active these days acting as the sympathizers but the farmers should also go with the right path. Also rumors related to the bill are being spread widely so govt. should launch campaigns to tell farmers what is being given to them with crystal clarity. Govt. Should also see that no company would harm the farmers interest and their rights and also no one is misleading farmers to create riots and violence protests in the country. If APMCs are being removed then also privatization should not mean monopoly of large corporate scale buyers also if no big buyer buys small farmers produce and try to mislead as they have more bargain power then govt should set an alternate so the poor farmer don’t suffer and also the most doubted issue of farm bills is MSP and APMCs which should be made clear. Hence a stable system should be setup in which no farmers are not suffering with the consent of all.
