Changing cops won’t help

Eversince the eruption of present crisis following allotment of 800 kanals of land to Shri Amarnath Shrine Board and subsequently its mindless cancellation, the administration of Governor NN Vohra is seen caught in a fix. A common man is left confused and worried over the strategy being adopted by the government to deal with the situation. In fact most of the times it appears that there is no strategy at all. One confusing and betraying feature of the strategy is rampant and blatant transfer of officers dealing with the situation. Immediately after assuming office and charge of the state government on July 10, the Governor’s administration carried out large scale transfers and postings in Civil Administration and the Police. That exercise was hailed by all as one had expected a complete overhaul of the system to suit the new scheme of things. Ever since, there is no tab on the transfers and postings. Take example of Jammu district which is epicenter of the agitation on Shri Amarnath Shrine land transfer controversy. The district Police chief has been changed thrice in 50 days. When Alok Kumar was posted as SSP Jammu, a good deal of thought must have gone into making a choice. Kumar is known for his tough attitudes. He was fired unceremoniously and replaced with Shiv Dev Singh Jamwal to enthuse a confidence among the locals. Shiv Dev’s selection was apparently motivated by his local identity, clean image and no non-sense approach to profession. Immediately after assuming the charge, he thinned down the presence of troops from the streets as a measure to avoid frequent clashes which had become order of the day when protests re-erupted last month after alleged suicide of one Kuldeep Kumar Varma. In less than a month Shiv Dev too has been removed and replaced with a tough master Manohar Singh. Shifting SSPs too frequently or effecting transfers at another level is not going to help the situation any way. The government must understand that the problem prevailing in Jammu is too enormous to be handled by any Police officer. This practice will only break down morale of the cops who, at any point of time, are seen outnumbered by the agitators by 50 to 100 times. The prevailing situation needs a political situation from which the government should not dither any more. Applying force, imposing curfews or changing faces in the Police administration so frequently, instead of helping the situation, is sending a message among the public that the government is clueless.
