Unheard not heard melodies are sweeter

If you ask any seior National Conference leader to spell out a solution to the turmoil in Jammu and Kashmir it will not take him even a minute for saying restoration of greater autonomy to the state.If you pose the same question to a PDP leader he will not hesitate saying self-rule alone can ensure peace.There was a time when political leaders used to say that retention of Article 370 in its orginal spirit could ensure peace.The events that have taken place since 1950 onwards have revealed that neither the greater autonomy nor Article 370 have ensured peace in the State.They have neither silenced those favouring Kashmir's incorporation with Pakistan nor those supporting Azadi.
Between 1950 and 1965 Jammu and Kashmir enjoyed a greater dose of internal autonomy but the secessionist movement had not become dead.It was dormant.There has been no major dilution in the spirit of Article 370,which gives the state a special status in the Indian union,but still the separatists have been raising their heads on one occasion or the other.And both the National Conference and the PDP leadership continue to have misconception as far as the security and political situation in Jammu and Kashmir is concerned.They believe that once the state has a Sadr-i-Riyasat and the Prime Minister the political scene will change for better.They believe that once the Sadr-i-Riyasat was elected by the state legislature or by an electoral college things would settle down in the state.
They believe if the jurisdiction of the Comptroller and Auditor General,the Supreme Court and the Chief Election Commission in Jammu and Kashmir was revoked the situation would be normal in the state.They possibly believe in freedom to spend without any checks and balances,they believe in electing candidates of their choice to the Assembly without having an eye of the Election Commission watching them.They believe in the supremacy of the state High Court so that whatever the Government does cannot be challenged in the supreme court.They think by securing these concesions they could be able to silence the secessionists and the separatists.They seem to live in their make-believe dwellings.
Contrary to this the BJP and its allies believe that repeal of Article 370 could do the trick.They believe separatists could be silenced once the state has one Pradhaan
one Nishaan and once Vidhaan.They do not know that when major political and economic concessions have not silenced the separatist forces in the State how could they expect attempts at promoting emotional integration bring about major tranformation in the psyche and outlook of the separatists.For majority of people in Kashmir Pakistan is as good as unheard melodies which is sweeter than heardv melodies.For them Azadi from those who have brought about political and economic revolution is sonorous because they know by keeping the Kashmir issue cauldron boiling they could succeed in securing bigger economic concessions from Delhi.They have uncanny fears that if they give up raising pro-Pakistan or pro-Azadi slogans Delhi may stop sanctioning special economic and employment package
