Dialogue is the only way out

This is a well established fact that there is nothing in this world which can not be resolved through dialogue. Then this is also true that no solution to any problem is permanent if it is not achieved through an amicable dialogue and a consensus between various parties to the conflict. The situation prevailing in Jammu is a clear conflict between the government and the public. The dominant public sentiment here in this situation is being represented by the Shri Amarnath Yatra Sangharsh Samiti which is spearheading an agitation for restoration of 800 kanals of forest land to the Shri Amarnath Shrine Board. It needs to be appreciated and welcomed that a meaningful and pragmatic dialogue has commenced between the members of the Shri Amarnath Yatra Sangharsh Samiti and a four-member panel constituted by the Governor NN Vohra. Such a dialogue between the government and the Samiti could not take off at least at three occasions earlier. Perhaps there were some misunderstandings and lack of communication on both sides. It can’t be said that there was a lack of will. All four members of the Governor’s panel –Dr Sudhir Singh Bloeria, Justice GD Sharma, Prof Amitabh Mattoo and BB Vyas –are men of reason and logic. The fact that there were three rounds of dialogue on Sunday underlines the commitment of both sides to resolve the issue amicably and without loss of any further time. It is too early to conclude as what ultimately happens to this course of dialogue but hopes have been raised from both sides. The official panel as well as the Samiti’s representatives have equally termed the exercise as fruitful and productive. One must understand that the present issue is sensitive and protracted. Therefore to expect a solution in single go would be unwise. The biggest achievement so far is that both sides have agreed to meet and talk again. Their mutual agreement to continue the dialogue yet again underlines the seriousness from both sides to have an honourable solution of the issue. The Samiti has its stand well known and well declared. The government on the other hands has some compulsions which have to be seen in a larger perspective. Some reasonable climb down from both sides, without altering the basic essence for which the ongoing struggle is being fought, can end the deadlock honourably. There is very little to find fault with if government offers to reconstitute the Shrine Board in consultation with the Samiti and then handover to thus formed board the entire affairs of managing pilgrimage to Shri Amarnath Shrine. There has to be an innovative and imaginative approach to resolve the issue.
