| ALLEGED MISUSE OF SRE FUNDS; SAC RESERVES ORDER | | | Jammu, September 08: The State Accountability Commission (SAC) headed by its acting chairperson Justice GL Raina and Justice Muzaffar Jan today reserved their order in the high profile case related to alleged misuse of security related fund (SRE) in the construction of a boundary wall at the private residence of former state chief Secretary Vijay Bakaya. The SAC heard at length the counsel for the complainant Sheikh Shakeel Ahmad who laid much emphasis on the guidelines issued by the Ministry of Home Affairs, Government of India for the utiliasation of SRE expenditure. He pointed out that as per the guidelines, the Genersl Administration Department (GAD) and the state Finance department are the nodal agencies for monitoring the utilization of SRE funds. He further submitted that all norms on the subject were thrown to wind to confer undue benefit to the former chief secreaty. He further pointed out that both GAD and Finace departments were bypassed and deputy commissioner Jammu on the letter of SSP Security Jammu pressureised the concerned Executive engineer to start construction work at the private residence of the chief secretary. Mr Ahmed brought to the notice of SAC the report of Comptroller Auditor General (CAG) ending March 2002 pointing out misutilisation of SRE funds to the tune of Rs 42 crores.
On the other side senior Advocate AV Gupta appeared on behalf of Tehseen Mustafa Sheikh concerned Executive enginener and Pramod Sharma AEE PWD R&B. After hearing both the sides the SAC reserved its order. The complaint had been filed by Ashok Gupta senior leader Shiv Sena seeking appropriate action against the former Chief Secretary and others. While concluding his argument Advocate SS Ahmed requested the SAC to issue notice to the state finance secretary and DG Accoutns and Treasuries so that their stand can be ascertained in the matter. |
