Panel to put on table, maximum it has, Govt worried over fallout if talks fail

All eyes are now focused on the fourth, which is likely to be the final, round of dialogue between the Shri Amarnath Yatra Sangharsh Samiti and the four-member panel of the Governor headed by his Advisor Dr SS Bloeria.
The fourth round slated for this afternoon was postponed for tomorrow morning following indisposition of Dr Sudhir Singh Bloeria. Reports said, Bloeria had an injury following a minor accident and therefore the fourth round of dialogue was re-fixed for tomorrow morning.
While Shri Amarnath Yatra Sangharsh Samiti has shown yet another sign of political maturity by accepting the offer to talk again, the government, on the other hand, is believed to have come with the final word on the issue. Samiti, it may be recalled here, had threatened to back out of the dialogue if the Inspector General of Jammu Police K Rajindera and SSPs of Jammu, Samba and Kathua were not immediately shifted.
All those who have been engaged in the two-month long agitation and those who have been watching from fringes or directly dealing with the situation are all keenly waiting for the outcome of tomorrow’s round of talks between the two sides. Official sources said that it is going to be a decisive negotiation. “This maximum which the government has to offer will be put on the table tomorrow, if this resolves the situation then good for all us but if talk fails then worst is still to come”, said a senior government official who did not wish to be named.
Sources said that the Central Government is peeved over the situation emerging in Kashmir and is serious about resolving the Jammu agitation so that it can free itself up to deal with the separatist agitation. In view of mounting international censure over the developments in Kashmir Valley and the eruption of an unrelenting separatist wave there, New Delhi want that Jammu agitation should settle down first so that Kashmir situation can be dealt with.
While the sources asserted that tomorrow’s round of dialogue between the Governor’s panel and the Samiti representatives will be the final, the State and Central Government were worried over the fallout. There can be a serious fallout in one of the regions, felt a sources. Substantiating worries of the local government, a statement coming in from New Delhi also indicated the same. "We must gauge whether the security forces will be able to tackle the fallout when the decision is taken... The matter can be resolved only through dialogue," minister of state for home Sriprakash Jaiswal said.
Whatever, is going to be presented before the Samiti tomorrow has been discussed at and approved by the highest level in the country, said the sources. Giving sequence of events, the sources said, last time when the Governor’s panel met the Samiti members, a dossier of the outcome of dialogue was put before the Governor and then it was forwarded to Union Home Ministry. The Home Ministry later brought the demands and situation assessment before the Prime Minister who in turn put the matter before Cabinet Committee on Security.
The Cabinet Committee on Security took a final view of the situation and made its recommendations before sending the proposal for final deal to the Governor’s administration. The proposal was last evening discussed and approved by the Governor’s Advisory Council which is an equivalent of the Cabinet in popular governments.
Sources said that following national security adviser M.K. Narayanan's recent visit to the Valley, the government appears to have decided to counter the separatists' agenda by bringing the focus back on Amarnath, and gain support by the "temporary" land transfer. The Intelligence Bureau has, however, been directed to take "proper stock of the situation" before any such move is announced. Defence minister A.K. Antony, meanwhile, said Tuesday that it would be a "difficult task" to bring the state back to normal. "The government is making all-out efforts to bring normalcy ... but it is a difficult task."
