Dialogue on separatists issues impossible

The PDP patron,Mufti Mohd.Sayeed,has suggested to the Government of India to initiate talks with the coordination committee constituted by the Kashmir separatists on the same pattern that it followed in holding talks with the committee constituted by the Amarnath Sangarsh Samiti.He is oppoed to unilateral dialogue with the Samiti leaders and does not favour any compromise on the land row.The Mufti is right as far as taking leaders of both the regions into confidence for defusing the turmoil and tension.He is not wrong when he says the centre should hold talks with the separatists,including the Hurriyat Conference leaders.
What the Mufti has suggested seems to be simple in principle but difficult in practice.Negotiating with the Samiti leaders has not been impracticable because the Samiti wants land for enabling the Amarnath Shrine Board in setting up prefabricated tents for the pilgrims during the two-month long annual pilgrimage.It was a simple issue which did not involve any other country.It was an issue that has been resolved within the parametres of the state constitution and the constitution of India.It was an issue where the land was neither to be purchased by any Board nor to be used for building permanent structures nor for denuding the forest wealth nor for carrying out any change in the demographic character of the valley nor for promoting ecological imbalance.
Against this the issues raised by the separatists are not only ticklish but also not within the reach of Delhi.The separatists want the Srinagar-Muzaffarabad road to be reopened for trade.The opening of the road for trade is not only in the hands of Delhi.Concurrence from Pakistan is mandatory as it was in the case when the route was thrown open for traffic on April 7,2005.Without the green signal from Islamabad the route could not have been thrown open for traffic.This applies to the opening of the road for trade.If it is so what shall Delhi discuss with the separatists ?They cannot discuss weather.The separatists continue to be determined and defiant while pressing their demand even after Delhi conveyed to them that the Government of India has taken up the matter with Pakistan.
Another demand of the separatists is the resolution of Kashmir.Is it in the hands of Delhi to settle it ?Has Delhi been delegated powers by the United Nations for resolving the issue when even the separatists have,over the years,been telling publicly that Kashmir was a bilateral problem ?The Mufti wants Delhi to hold talks with the separatists when he is fully aware that the separatists agenda is not debatable with Delhi alone.It seems either the Mufti is playing politics which he finds can be convenient for the PDP to strike chord with the separatits and their supporters or he is trying to create hurdles in the negotiations between the Governor's panel and the members of the coordination committee,constituted by the Samiti.Possibly the Mufti is trying to befool people in Kashmir if he wants Delhi to announce, unilaterally,that the Srinagar-Muzaffrabad road has been thrown open for trade from this side of the border.Does the Mufti want the drivers,cleaners to be arrested or killed and their trucks impounded by the Pakistani Army ?
