Clarifying a report carried in a Jammu daily (Not ET), a spokesman of the social welfare department today said that government has taken various steps to improve the quality of life of Gujjars and Tribal community. In this regard a separate directorate of Tribal Affairs has been created to exclusively deal with the issues relating to tribal people. The Directorate is manned by a full time director, who also belongs to the Tribal community, he added.
Elaborating further, the spokesman has said that SRO 294 has been amended as a result of which, reservation in promotions has been enhanced from 4 to 8 percent in case of Scheduled Castes and 5 to 10 percent in respect of Scheduled Tribes where the direct recruitment quota is 25 percent or less.
Likewise, where the direct recruitment quota is more than 25 percent, the reservation for Scheduled Castes has been put at 4 percent and for Scheduled Tribes 5 percent.
In case, the number of candidates belonging to a reserved category falls short of posts reserved for it, the remaining vacancies have to be treated as backlog. The Social Caste certificates are being issued by the concerned Deputy Commissioners.
The Spokesman was further elaborated that the Scheduled Tribes have been provided 10 percent reservation in direct recruitment in proportion to their population as per 2001 census while Scheduled Castes have been provided 8 percent reservation in direct recruitment. Likewise, in promotion, the reservation provided to SCs and STs is 8 percent and 10 percent respectively where the direct recruitment is 25 percent or less.
In addition, the State Advisory Board for Development of Gujjars and Bakerwals also brings the issues relating to this community to the notice of the government, besides managing hostels specifically meant for the tribal students, the spokesman added.
